This position is located in Chickamauga and Chattanooga National Military Park, in the Resource Management Division. Open to the first 75 applicants or until 11/09/2023 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Acts as the principal advisor and management consultant to the Superintendent and park management team for all cultural and natural resource programs. Develops, directs, and manages all park-wide cultural and natural resource management programs and serves as a key member of the park management team, participating in decisions that affect all park divisions and operations. Coordinates park resource management programs with those on adjacent lands for the purpose of achieving broad protection strategies and preventing human impacts. Develops and maintains peer relationships with researchers, subject matter experts, and resource managers of other agencies, cooperating universities, traditionally associated groups, and other entities in order to encourage and facilitate cooperative regional strategies. Conducts and coordinates the review of park projects to assure protection of cultural and natural resources with compliance of federal laws. The incumbent serves as the liaison with State Historic Preservation Officers, the Natural Heritage Office, and traditionally associated groups. Carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals. Identifies and applies for appopriate NPS funding sources, as well as outside grants.

All qualifications must be met by the closing date of this announcement-11/09/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following basic education requirements and minimum qualifications by close of the announcement: Basic Qualifications Requirements: You must meet one of the following basic qualification requirements below, for the Cultural Resource Management Specialist, GS-0101-12. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position. This is a screen out question. - AND - To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: Social Scientist, GS-0101 Basic Requirements: Education: Degree in behavioral or social science; or related disciplines appropriate to the position. You must include transcripts. -OR- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. You must include transcripts. -OR- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -AND- In addition to meeting the Basic Education Qualification Requirements, applicants must have the following specialized experience at the GS-11 level to meet the minimum qualifications for this position. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing museum acquisitions, collections, and archives; Develop and implement resource management partnerships, project management, developing and implementing management plans, in-depth studies and monitoring; Conducts operations planning, coordinating and supervision functions for the park staff and partners; Knowledge of federal and state laws regulations relating to the preservation and protection of the park's cultural resources. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
