About the Position: These positions are located at Army Contracting Command - Rock Island, IL (ACC-RI). The U.S. Army Contracting Command was established on March 14,2008. The mission of the Army Contracting Command is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs.
Duties
Serve as a Supervisory Contract Specialist for the Army Contracting Command.
Establish long-range goals, objectives, and schedules necessary to accomplish a major segment of the acquisition mission.
Perform administrative functions to accomplish the organization’s acquisition mission.
Advise higher level management of problems encountered in order to recommend effective/efficient solutions.
Review work completed by subordinate team leaders or Contracting Officers to ensure that it is accurate and in accordance with applicable regulations and policy; maintain a working knowledge of policy, regulations, and public laws.
Serve as organizational representative with authority to approve or execute various actions within delegated monetary limitations of authority.
Evaluate overall performance of subordinates and provide advice, counsel, and instruction to accomplish assigned functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
- Must file financial statement.
- This is a designated Critical Acquisition Position.
- Must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
- This position requires the incumbent to perform duties with use of an unlimited Contracting Officer warrant. Candidates must be eligible for and satisfactorily pass a Class IV Contracting Officer Warrant Board prior to appointment.

Basic Education Requirement for the 1102 series:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
AND
In addition to meeting the basic requirement above, to qualify for this position at the GS-14 grade level you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes reviewing contracting directives or supporting data packages to assign them to the appropriate specialist for action; resolving problems encountered during the acquisition process; serving in a lead role in support of executing critical acquisition program; providing leadership skills by effectively monitoring completed work or by providing advice to solve issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Education cannot be substituted for experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
