You will serve as a SUPERVISORY NATURAL RESOURCES MANAGEMENT SPECIALIST/SUPERVISORY ENVIRONMENTAL ENGINEER/SUPERVISORY PHYSICAL SCIENTIST in the Environmental Planning Division, Environmental, Department at theNAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living Allowance (COLA) of 9.28% will be added to the stated salary.

Duties

You will oversee preparation of environmental planning documents required by the National Environmental Policy Act (NEPA) to support facilities management projects. You will assign work, set priorities and deadlines, and ensure work is performed and completed within established deadlines. You will provide senior NEPA Planning expertise to support proper planning of facilities projects. You will interact with other program managers and stakeholders to determine future NEPA requirements and resources needed to support. You will partner with Directorate and Division Leaders to support process improvement and community management.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must be a licensed Professional Engineer (PE) for the 0819 series as outlined under the Qualifications section.

Qualifications

FOR THE 0819 ONLY: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising or leading others in carrying out Environmental Planning and Compliance programs; 2) Providing technical guidance on Environmental Planning programs such as NEPA, Historic Preservation, Cultural Resources and Natural Resources Compliance; 3) Providing input for recommendations on environmental administrative matters and program budgets; 4) Applying advanced concepts, principles, practices and applications of Environmental Engineering, Physical Sciences, and/or Natural Resources Management in order to provide management and oversight related to the impact to environmental planning, marine in-water permitting, and natural and cultural resources. Education

Applicants for the Professional Engineering Series (0819) must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the 1301 Professional Physical Science Series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For the 0401 Professional Natural Resources Series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  • Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
  • You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
