The primary purpose of this position is to serve as supervisory senior Information Technology (IT) specialist to analyze, manage, or perform work necessary to provide optimum use of operating systems by planning, testing and implementing modifications, and to solve problems and accomplish work processes in support of the installation's information technology (IT) network.

Duties

Plans, organizes, and manages the activities of the secured Cyber Operations work centers. (SCOO, SCOI, SCXS) Develops goals and objectives that integrate organization and Cyber Operation work center objectives. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Represents the Secured Cyber Operations element with a variety of installation and functional area organizations. Administers base local area network (LAN)and Wide area network (WAN) Ensures rigorous application of information security and assurance policies in the delivery of network services. Oversees the Wing Information Assurance Manager, Oversees the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP) Implements and manages the Air Force Electronic Key Electronic Key Management System (AFEKMS) program.

  • Information Assurance (IA) certification is a condition of employment. This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification
  • cont... within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Through experience in Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes plans, organizes, and directs the activities to ensure that managed systems and associated IT /networking services comply with legal and regulatory requirements and meets customer needs. Directs all technical and administrative activities of the Secured Cyber-Operations section, within the Communications Squadron. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to inspire, motivate, and guide others toward a goal accomplishment. Ability to communicate both orally and in writing. Knowledge of IT asset management principles, applicable laws, and Department of Defense (DoD) concepts, theories, policies, directives, and procedures. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
