This is a bargaining unit position with AFGE Local 228.
This is not a (drug) testing designated position (TDP).
This position is located in the Small Business Administration, Performance Planning and CFO in one of the locations listed above. The incumbent independently performs or directs other data scientist/program evaluators in identifying how program strategy translates into effective and efficient processes as well as continuous improvement.
Duties
This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles.
To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated.
Major Duties
Creates and oversees the application of a diverse set of models, tools, and decision science techniques to develop and enhance program operation analytic capabilities.
Executes and controls projects that represent important segments of the agency's operating programs and/or projects.
Uses findings of specialized studies, new analytical developments, and modified process to resolve novel or obscure problems that affect broad program operations.
Makes strategic recommendations on data collection, program evaluation design, and data integration and retention requirements, incorporating business requirements and knowledge
of best practices in continuous improvement and capacity building.

- Appointment will be subject to the applicant's successful completion and favorable adjudication of a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
QUALIFICATIONS: GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: developing and managing complex data analysis, program evaluation, or research projects; and collecting primary data for research; and analyzing and interpreting data using statistical software packages; and managing project schedules for complex organizations; and interpreting a portfolio of evidence to make recommendations on program improvement. These qualifications must be clearly referenced in your resume.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in mathematics, statistics, or actuarial science (e.g., mathematics, probability theory, statistics, finance, economics, or computer science). The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. You MUST submit transcripts (official or unofficial) with your application, or you will be rated ineligible for consideration. If selected, official transcripts will be required. Transcripts must include the name of the college or university and date the degree was conferred.

Combination of education and experience: Courses equivalent to a major field of study as previously described, plus additional education or appropriate experience as previously described.
