Duties
You will conduct specific data mining, analysis, modeling, development of mathematical algorithms, and computer program design activities.
You will formulate analytical procedures to solve operational readiness data problems.
You will identify data that should be collected and devise methods of instrumenting the agency's systems in order to extract this information and transform raw data into program models and actionable information.
You will provide management with expert technical guidance and recommendations for achieving the agency's objectives.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain a U.S. Passport.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
- You may be required to visit ships, submarines, and outside commands at pier side only. Will not embark on ships or submarines out to sea.
- You may be required to attend schools and conferences to attain/maintain expertise and provide command position as a NAVIFOR representative.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying broad areas of operations research, statistics, mathematics, modeling, data science, data analytics, data translation, machine learning and optimization, sufficient to serve as a consultant/technical advisor to senior leaders and navy officials responsible for a broad range of decision support operations.
Working with large and complex data sets and performing extensive analysis and translation of volumes of data through macros, pivot tables.
Designing and delivering frameworks to facilitate the data development lifecycle and design, implementation integration and maintenance of the pipeline and data warehouse and transitions to cloud-based data solutions.
Using database management concepts, operations, design principles, methodologies, and approaches to design, test manage, and maintain database systems.
Providing communication skills both orally and written to effectively organize and analyze information and produce authoritative reports, decision papers, briefings and presentations that are clear, concise, engaging, convincing and that effectively advocate/defend a position to senior leadership.

Education
Applicants must meet the following Basic Qualifications Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
