About the Position: This position is located with Dunham US Army Health Clinic, Allied Services Division, Environmental Health, Carlisle, Pa. 17013. Serves as Sanitarian and Program Manager who independently manages and performs associated administrative tasks related to the Regulated Medical Waste Program, Hazardous Materials and Waste Program, Radiation Protection Program, and general environmental health and sanitation support. This is a Direct Hire Solicitation.

Duties

Conducts evaluations of activities involving potentially hazardous environmental health conditions. Participates in special studies related to a particular environmental health problem, complaint, or suspected medical condition related to environmental health factors and stresses. Coordinates with personnel to prepare reports of potential environmental health hazards and recommending measures for their reduction or elimination. Provides medical threat briefings and general environmental health and sanitation support. Provides support, trains, and inspects at Carlisle Barracks and its subordinate outlying areas in the Pennsylvania area to include Fort Indiantown Gap, Letterkenny Army Depot, and New Cumberland. Establishes a water sampling plan and adjusts the plan as necessary. Ensures required documentation of water analysis is maintained IAW SOP. Manage MTF Regulated Medical Waste and Hazardous Waste programs, evaluating generation and disposal processes, monitoring regulatory compliance, coordinating meetings with hospital hazardous waste coordinators and safety representatives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to possess and maintain a valid state driver's license.
  • This position requires you to obtain and maintain a valid transportation motor pool (TMP) driver's license.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Must attend phase one and phase two radiation safety courses and annual proficiency level maintenance training IAW DA PAM 385-24.
  • Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Must obtain the installation 40-hour Hazardous Waste Handler's Course. Must complete the 8-hour refresher course annually.
  • This position requires the incumbent to have tuberculosis testing.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing sanitation inspections; conducting water quality surveillance programs; evaluating environmental sanitation data to recommend the elimination of environmental health hazards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: sanitary science, public health, chemistry, microbiology, agricultural, biological, or physical sciences. (You must attach a copy of your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year(total graduate semester hours minus 36) by 18. Add the two percentages.
