The incumbent has the operational oversight of the Community Based Outpatient Clinic (CBOC) in coordination with the Nurse Manager as the central administrative leadership team, being organizationally aligned under the Assistant Medical Center Director for the CBOCs of the Veterans Health Care System of the Ozarks (VHSO). This position will perform a variety of administrative duties to support the Community Based Outpatient Clinic in which it is assigned.

Duties

Duties include but not limited to: Interpreting administrative policies, developing, and implementing local policies, defining administrative requirements. Monitoring and tracking of costs, as well as, preparing appropriate documents for contracts, sharing agreements, and fee basis authority. Tracking and assimilating data using ProClarity, VSSC, Primary Care Dashboard, Primary Care Almanac, Primary Care Compass, and Primary Care Management Module (PCMM). Writes necessary proposals/justification for funding, personnel, equipment, physical facilities, and clinical processes Tracks and trend tracer data. Manages an effective safety program to provide and maintain a clean, safe, and sanitary environment that is compliant with VA, TJC, and OSHA standards. Conducts annual fire and disaster drills and maintains documentation. Ensures that internal control systems are in place to ensure accountability for resources, equipment, and other assets. Surveys and analyzes space utilization and recommends plans for future needs Prepares and/or reviews requests for construction justifications, remodeling and alternations to existing work sites, reviews floor plans and designs of office layouts, and coordinates preliminary approvals and interfaces with Engineering, Facility Planning, and other officials to schedule work or resolve problems. Monitors, evaluates, and improves quality, performance, and appropriateness of health care delivered to outpatients Serves as Contracting Officer Representative (COR) and maintains COR training certification every two years. Prepares and submits billing for assigned CBOC and reconciles all corrections throughout the billing process. Manages inquiries or concerns by patients and family members regarding medical care and investigative concerns at the CBOC and works in coordination with the Patient Advocates of the CBOCs. Work Schedule: Monday-Friday, 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Drafts communication materials, emails, and reports. Management of clinic operations, budgetary and financial aspects Provide support and advisement on all administrative matters to management. Interprets, develops and implements local policies Provide and coordinate training materials and teaching aids to conduct training sessions to Primary Care Clinic staff. OR: Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Transcripts required. OR: Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year.
