You will serve as the Supervisory Program Manager/ Cross-Warfare Training Products Division Head at Naval Air Warfare Center Training Systems (NAWCTSD) ORLANDO, FL
Duties
You will provide executive level direction for the integration, management and timely accomplishment of the mission at NAWCTSD, and serve as a member of the Executive Leadership Team (ELT).
You will formulate and identify resources necessary to enable the Division to successfully complete all assigned goals, tasks and objectives.
You will engage in the development and interpretation of complex guidance and acquisition management policies and develop local methods and procedures consistent with the overall objectives of DoD, Dept of the Navy, to include NAWCTSD.
You will assume full technical and administrative responsibility for the operation of the Acquisition Management Division in direct support of training system acquisition and sustainment for customers.
You will provide executive level planning/implementation, formulation of division policy and guidance, division work processes, and program requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level or pay band (NM-04/GS-13/14) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Superior knowledge and proficiency in developing/executing acquisition resources (DoDI 5000 series, FAR parts 1-18, applicable OMB circulars, Defense Acquisition Guide, DoD Guide to Planning and Scheduling) as demonstrated by a working knowledge of contents and application of each in managing a program and leading a program management team, 2) Demonstrated superior knowledge and proficiency with integrated master schedules, risk management, and earned value management, 3) Superior knowledge and proficiency in Program Management as demonstrated by the understanding and application of tools and documents needed to plan, direct, assess and or communicate a program's health (Acquisition Strategy, Systems Acquisition and sustainment; results driven. Leading people, leading change, and building coalitions).
