Duties

You will prepare natural resource consultation documents and negotiate with resource agencies. You will prepare and present briefs of a highly technical scientific nature. You will use information from the scientific community to provide cogent recommendations on marine conservation and management issues. You will demonstrate good organization and communication skills. You will administer contracts for acquisition of field data. You will review project design specifications and drawings for environmental compliance throughout the planning and implementation process.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

TO QUALIFY FOR THE GS-12 POSITION: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing marine resources related reports such as density reports, endangered species assessments, essential fish habitat assessments, fieldwork plans, etc.; 2) Providing interpretation and guidance of the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), the Magnuson-Stevens Fishery Conservation and Management Act, Clean Water Act (CWA), and Section 10 of the Rivers and Harbors Act; and 3) Collecting and analyzing data regarding adverse impact of facility maintenance/construction activities on marine resources (e.g. coral reef ecosystem, benthic community ecology, fish assemblages). NOTE: This information must be fully supported in your resume. TO QUALIFY FOR THE GS-11 POSITION: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in advising customers on compliance with the laws and regulations related to marine resources and coastal ecology; 2) Assisting in the preparation of marine resources studies, surveys and documents to evaluate the effects of proposed actions and projects on marine resources, and other costal environments; and 3) Assisting in preparing contracts for marine resources studies, products, and services. Education

Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
Have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

In lieu of specialized experience at the GS-11 grade level, you may also meet minimum qualifications with the below education:
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a related discipline appropriate to this position.
OR
Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
