You will serve as a Contract Specialist in the Business Directorate of SUPERVISOR OF SHIPBUILDING BATH.

Duties
You will be responsible for the solicitation, analysis and negotiation of the contractor's proposals associated with modifications to contracts for the construction of ships for the United States Navy and Foreign Military Sales transactions.
You will negotiate changes to contract terms and conditions, specifications, advance payments, profit and cost sharing arrangements to establish reasonable prices within acceptable time frames.
You will serve as team leader during contractual negotiations, coordinating a team of representatives from the production office, financial office, legal counsel and Engineering Process Team as required.
You will administer the contract from award through closeout, including all milestones in between.
You will resolve contractual problems and provide contractual solutions to problems arising in material, quality and technical disciplines.
You will interpret and enforce contract terms and conditions, and provide appropriate contractual advice as necessary
You will analyze proposals for conformance with the solicitation, perform cost or price analysis, including the review of cost data to determine reasonableness.
You will serve as key field representative in major shipbuilding source selection procedures.
You will coordinate the establishment of a technical evaluation committee to determine acceptability of cost, management and technical proposals.
You will obtain the required pre-award surveys to determine contractor responsibility and obtains audits and pricing reports to develop negotiation positions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the GS-11 Grade Level:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience equivalent to the next lower grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist monitoring or evaluating contracting functions, activities, or operations (e.g. cost/price analysis, negotiations, pre-award and post award processes, solicitations, procurement, and contractor performance) to ensure compliance with established contract terms and requirements for the repair, construction, maintenance, or modernization of surface ships or submarines.
For the GS-09 Grade Level:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist performing contracting functions (e.g. cost/price analysis, negotiations, pre-award and post award processes, solicitations, procurement, and contractor performance) to ensure the acquisition of supplies or services for the repair, construction, maintenance, or modernization of surface ships or submarines.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11 Grade Level Only:
- successful completion a Ph.D. or equivalent doctoral degree; -OR-
- successful completion three full academic years of progressively higher level graduate education.
For the GS-09 Grade Level Only:
- successful completion a master's or equivalent graduate degree; -OR-
- successful completion two full academic years of progressively higher level graduate education; -OR-
- successful completion of an LL.B or J.D.
