You will serve as a MANAGER in the Public Affairs & Congressional Affairs Division of CARDEROCK DIV NS.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will serve as the Division Head and supervisor for the Public Affairs and Congressional Affairs Division.
You will serve as an advisor and consultant to the Carderock Division Leadership on policy decisions, courses of action, and ramifications related to internal and external communication.
You will be responsible for managing personnel and resources for core functions.
You will be responsible for providing the Division with authoritative strategic counsel to Division Leadership regarding public affairs and Congressional affairs matters.
You will plan, organize and follow through with analytical efforts involving the substance of key Division programs/projects.
You will identify problems to be analyzed because the work involves extremely difficult issues to provide authoritative solutions.
You will determine appropriate courses of action and formulate corrective action or response plans and formulate and implement strategic plans for communication technologies and systems.
You will demonstrate the ability to manage resources to execute the core functions within Corporate Communications, including communication assessment and planning, and congressional affairs.
You will manage the Division Congressional Affairs Program, including responding to and coordination of congressional and legislative actions and facilitating visit for members and congressional staff.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 (GS-13/14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing communication strategies in support of organizational public affair program missions.
