This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the: US Army Corps of Engineers, Sacramento District, Resource Management Office in Sacramento, CA.

Duties
Duties and responsibilities will vary depending on the level of the position, however you will be trained to develop into a full performance GS-11. Various duties may include:
Ensure that financial requirements, policies, and procedures in documenting fund reservations and obligations related to labor processing are within regulations and laws.
Review new guidance, regulation and policy changes, and determines the impact on District operations.
Analyze and interpret reports generated from the District Financial Management System and Payroll System.
Examine and verifie a wide variety of pay authorization documents for accuracy, authority, completeness and conformity to regulatory and statutory requirements.
Answer employee questions regarding payroll adjustments, researches historical records to detect sources of errors and corrects the errors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Financial Management Level 2 certification within 24 months from the start of employment.

This is a developmental position. The duties of this position lead to the full performance level of GS-11. Incumbent may be appointed to the GS-9 or GS-11 (depending on qualifications). Promotions are not automatic. If selected at one of the lower grades incumbent may be non-competitively promoted to the next higher grade upon (1) meeting all regulatory requirements; (2) certification by the supervisor of successful performance; (3) completion of all training requirements; and (4) the availability of work at the next higher grade level.
Minimum Qualifications for the GS-09:
Specialized Experience: One year of specialized experience which includes:
1) providing assistance on payroll related issues for employees; AND
2) utilizing financial management systems to perform analysis of financial data.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, business, finance, economics, mathematics, organizational management or a related discipline to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Minimum Qualifications for the GS-11:
Specialized Experience: One year of specialized experience which includes:
1) processing payroll, leave, or timekeeping documents to ensure timely data is loaded;
2) troubleshooting payroll complaints or discrepancies for employees; AND
3) performing analysis of financial policies, procedures, systems or regulations to ensure the continuity of a financial program.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, business, finance, economics, mathematics, organizational management or a related discipline to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
