You will serve as an IT SPECIALIST (APPSW) in the NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitve status.

Duties

You will serve as the Application Integration Specialist, responsible for developing strategic procedures and upgrades, improving network infrastructures, and managing systems configuration. You will be responsible for building up system strategies. You will fulfill the end-user requirements, identify and resolve system issues, and collaborate with analysts, systems designer, and business owners. You will manage Information Systems projects throughout the systems lifecycle. You will act as technical authority for direction and decisions related to components of the Program Infrastructure. You will develop and evaluate progress-reporting systems.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 422 level 2 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies related to web services infrastructure and systems as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: UNDERSTAND CURRENT AND EMERGING TECHNOLOGIES TO DEVELOP AND MAINTAIN WEB APPLICATIONS. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: PROVIDE THE RIGHT INFORMATION AT THE RIGHT TIME TO WARFIGHTERS. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: PROVIDE AUTHORITATIVE ADVICE TO OTHER AGENCY TECHNICAL EXPERTS AND HIGH LEVEL OFFICIALS. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: TAKE ACTION AS NECESSARY TO REPORT AND RESOLVE PRODUCT QUALITY ISSUES. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: Applying principles, practices and standards of software configuration management, quality assurance and IT systems as they relate to software engineering technology. Working in a Unix/Linux environment Diagnosing and resolving complex software supportability, reliability and survivability problems and issues and Experience with extensive programming in one or more of the following languages: Java, Python, CSS, JS, HTML, DHTML, PERL, CGI and XML.
