About the Position: Serve as a senior Pacific Ocean Division (POD) Equal Employment Manager responsible for the management of various national programs and special projects to include expert technical, consultation, advice and assistance to Division headquarters, and subordinate Districts and engages with HQUSACE as needed by the enterprise EEO and for assistance when needed.

Duties

Plan, develop, coordinate, integrate, and oversee national EEO programs, projects, and studies. Research, study, and evaluate new and complex legislation, policies, directives, regulations, and procedures related to EEO in working draft and final form. Consult with POD senior leadership in strategic and fiscal planning and integrating EEO program requirements into the annual and long-range plans. Develop position papers and information papers addressing new concepts and plans identifying possible impact on EEO resources and programs and recommends reprogramming actions. Provide expert technical EEO advice and guidance on policies, statutory and regulatory matters governed by laws, Executive Orders, and issuances from the EEOC, Office of Personnel Management (OPM), and HQDA. Develop and implement guidance for USACE EEO programs based on applicable legislation, federal agency decisions, directives, and regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary duty (TDY) travel is approximately 20%
  • Incumbent must have or be able to obtain and maintain a secret security clearance.

Specialized Experience: One year of specialized experience which includes: 1) Management of an Equal Employment Opportunity Program (EEO). 2) Monitoring the progress of management programs or initiatives and recommending revisions for program/initiative improvement. 3) Ensuring all requirements for complaints processing are in compliance with regulations and laws. 4) Identifying common problems and/or trends to develop preventive strategies. 5) experience advising senior leaders and management about laws, regulations, and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Analysis and ResearchAssessment and Compliance ReviewInfluencing/Negotiating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
