The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Provide collaboration tools and policies for successful collaboration effort.
Engage counterparts on tactical coordination issues for effective implementation flagship collaboration initiatives. Lead assessments to leverage best practices and lessons learned.
Plan, develop, implement, and maintain a quality organizational training program that supports mission requirements and meets the on-going professional development needs of employees.
Evaluate, examine, and conduct in-depth analysis of current and future training development needs based upon an understanding of current employee skills, future skill needs, skill gaps, and mitigation strategies to address gaps, plan and implement initiatives, and define the direction of future training development.
Identify courses and training programs that are relevant to the organization's mission and make this information available to employees.
Oversee the development, identification, scheduling, delivery, and evaluation of courses, workshops, conferences, database training, systems training, and meetings that meet the needs of employees.
Support employee efforts to meet Individual Development Plans (IDPs) by scheduling courses based on an understanding of the key functions of the organization, and desired levels of performance for personnel to qualify/certify to perform in their positions.
Provide support to training program developers by applying detailed knowledge of the work and mission of the organization to produce training materials that may include organization-specific scenarios, case studies, supporting documentation, and other products that are used to create relevant and effective training materials.
Identify, evaluate, and select vendors to develop training programs that meet the needs of employees and provide direction, guidance, and feedback to these individuals to ensure that the programs they develop are effective.
Develop and continually expand personal expertise on the training and development needs of employees and achieve a reputation as a subject matter expert on training requirements in support of a specified mission.
Writing and creating content for storyboards, scripts, learning communications, and learning activities that support learning requirements.
Apply instructional design theory and adult learning methodologies to create instructor-led and e-learning training.
Planning, developing, and implementing evaluation methodologies to determine the effectiveness of learning programs and performance support resources.
Work may require full range of COTR duties.
Qualifications
Mandatory Requirements
Extensive knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.
Demonstrated ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions.
Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Extensive knowledge of the Office of the Director of National Intelligence (ODNI) and the larger Intelligence Community (IC) mission, operations, tradecraft, and capabilities.
Extensive knowledge of training programs, courses, and other instructional methodologies, including the ability to identify, evaluate, and recommend appropriate courses, programs, and solutions to develop required workforce skills and abilities.
Extensive knowledge and experience in applying adult learning principles and methodologies to the design and/or selection of courses.
Demonstrated ability to exercise independent judgment on time-sensitive issues, to perform multiple tasks and assignments, and to change focus quickly as demands change.
Demonstrated ability to work productively in a fluid environment with changing requirements and priorities; ability to support group decisions and solicit opinions from coworkers.
Demonstrated ability to design and develop instructor-led and e-learning courses.
Demonstrated creative problem-solving skills and initiative in carrying out mission responsibilities based on senior-level guidance.
Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and demonstrate organizational and interpersonal problem solving skills.
Minimum of 5 years of experience instructing or facilitating group discussions, conducting classroom training, seminars, and workshops.
Experience: Demonstrated and sustained performance in progressively responsible positions in adult education or related field AND/OR substantive area relevant to the IC or ODNI
Education: Bachelor' Degree or comparable work experience in education or related field. Education may also be in a subject-matter field relevant to the IC or ODN or equivalent experience.
Certifications/Licenses: COTR Certifications applicable
Instructor Certification as applicable
Experience in e-Learning rapid development software, such as but not limited to Articulate Storyline and/or Adobe Captivate.
Familiarity/experience with graphic design.
Education
Bachelor' Degree or comparable work experience in education or related field. Education may also be in a subject-matter field relevant to the IC or ODN or equivalent experience.
Certifications/Licenses: COTR Certifications applicable
