The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Duties

Program and Partnership Management Coordination of computer programs, programming, coordinating EHR programs for staff use. Development of project plans, convening stakeholder groups to prompt requirements, conducting environmental scans for viable solutions to business need. Deploying solutions, and performing assessments to ensure the informatics products and services are meeting stakeholder needs. Contributes to the development of software enhancements, guides process improvement activities, and partners with colleagues working on information technology (IT) for the better provision of patient care by clinical and business staff. Coordinates among multiple services to provide clinical workflows, partnering on the planning and deployment of medical devices in clinical areas. Helping to train staff, troubleshooting issues, preparing instructions, and ensuring that patient care technology is effectively and efficiently integrated into the clinical workflow to assure staff proficiency and adoption. Technical and Data Management Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization. Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care. Enhances EHR usability, interoperability, and ability to interface with other information-based systems while meeting regulatory, accreditation, and legislative reporting requirements. Ensures clinical input in the development and management of the VHA business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission. Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers. Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user. Supports the fulfillment of an IT business need, with subsequent analysis and evaluation, to determine whether the expected results were achieved. Education and Change Management Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare. he incumbent helps to establish effective clinical and administrative systems, optimize through testing, and integrates standardized workflow processes through education and training of staff, thereby enhancing lifelong learning. Maintains professional relationships with supervisors, co-workers, and others in the organization. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For the GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Grade Determinations: GS-09 Requirements Specialized Experience Requirement: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst (Informatics) (Clinical Applications Coordinator). Qualifying specialized experience includes: Ability to focus on the application of informatics and information technology to deliver healthcare services and develop and/or manage business requirements specifically to health information system IT solutions. Knowledge of health informatics, i.e. design, configuration and management of health information and clinical support systems; health data collection, storage, extraction, manipulation, reporting and communications. Knowledge of computers, software applicants, databases, and automated systems to accomplish work NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. GS-11 Requirements Specialized Experience Requirement: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst (Informatics) (Clinical Application Coordinator). Qualifying specialized experience is: Ability to focus on the application of informatics and information technology to deliver healthcare services and develop and/or manage business requirements specifically to health information system IT solutions. Knowledge of health informatics, i.e. design, configuration and management of health information and clinical support systems; health data collection, storage, extraction, manipulation, reporting and communications. Ability to use computers, software applicants, databases, and automated systems to accomplish work. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education cannot be credited without documentation. ~OR~ Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. GS-12 Requirements Specialized Experience Requirement: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst (Informatics) (Clinical Application Coordinator). Qualifying specialized experience is: Ability to focus on the application of informatics and information technology to deliver healthcare services and develop and/or manage business requirements specifically to health information system IT solutions. Knowledge of health informatics, i.e. design, configuration and management of health information and clinical support systems; health data collection, storage, extraction, manipulation, reporting and communications. Skilled in the use of computers, software applications, databases, and automated systems to accomplish work. Preferred Experience: Experience with EHR's such as CPRS. The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-12. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
