DCSA's DoD Insider Threat Management and Analysis Center is seeking a Program Manager for Publicly Available Information (PAI). In this role you will work across DoD and DCSA to partner with a wide range of operational capabilities to facilitate the timely sharing of information through tipping and cueing based on available data. This is an excellent opportunity for those with an understanding of insider threat programs, program management, and evolving current policies and processes.

Duties

As a PROGRAM MANAGER you will be responsible for the following duties: - The incumbent will serve as the Program Manager (PM) for the DoD Insider Threat Management and Analysis Center (DITMAC) publicly available information (PAI) program, which leverages open source information to support the insider threat mission. The incumbent serves as DITMAC's PAI SME, providing technical and operational advice and assistance to senior insider threat leaders. The PM will lead the effort to define the DITMAC PAI program technical and funding requirements in order to advance and continue to improve PAI capabilities. The PM will provide day-to-day oversight of contractor analysts conducting PAI research in support of DITMAC. The PM will provide the Chief knowledge on the totality of activities and resources related to the PAI program, recommendations on enterprise prioritization, and progress updates on evaluating performance and measuring overall effectiveness of the PAI program. The PM will work within the guidelines of DoD Directives, IC standards, and regulations and policy statements. The PM will be responsible for making recommendations for policy updates and changes related to PAI. The incumbent must build relationships with component insider threat hubs and other DCSA mission areas, establish milestones and objectives, and evaluate the results of tools and capabilities against those standards to measure performance-based outcomes. The incumbent will lead the PAI Community of Practice for the DoD, focused on best practices in leveraging PAI within the insider threat mission space. The incumbent will represent DITMAC as a member of the DCSA PAI special interest program. - The incumbent will work across divisions of the DITMAC and DCSA to facilitate component program growth and evaluation. The selectee will work directly with DoD components and must have excellent communication skills, both verbal and written. In serving in the insider threat enterprise, the selectee's integrity must be beyond reproach. As the insider threat mission set is evolving, flexibility and adaptability are critical assets of any applicant. The incumbent will be responsible for evaluating tools related to PAI and making recommendations about leveraging them to further the PAI mission. The incumbent will be responsible for providing authoritative data to support future PAI tool and contracting capabilities and supporting the development of the program to greater DITMAC, DCSA, and Departmental operational success. - The work involves insider threat knowledge as well as diverse specialties within the general and specialized field of program management, budget, contracting, and collaboration with numerous multi-discipline elements across the DoD, IC, and broader USG. The PM will advise the DITMAC on recommended policy/procedural changes.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG- 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Managing a new and unique program, including refining and updating concepts of operations (CONOP), and standard operating procedures (SOP); knowledgeable about and experience working with publicly available information (PAI); experience working with internal and external stakeholders, including personnel vetting, counterintelligence, insider threat programs, and industrial security partners to include being knowledgeable in the operating authorities and information sharing capabilities of each of these mission sets; program management and program evaluation; and knowledgeable in privacy and civil liberties standards, as well as understand the DoD policy on access to publicly available information. Specifically you will be evaluated on the following competencies: 1. Program Planning, Review and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence, and measurement of program accomplishments and results. 2. Program Outreach - Develop and implement programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders. 3. Stakeholder Management - Concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). 4. Communication Skills - Ability to effectively communicate in writing and orally to internal and external stakeholders to further the activity.

Substitution of education may not be used in lieu of specialized experience for this grade level.
