This is an excepted service appointment under the Pathways Recent Graduate (RG) Program. After successful completion of the program requirements, the RG MAY at agency discretion be converted to a career or career-conditional appointment.

Duties

The following are the duties of this position at the GS-13. Since you will be selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As an Accountant you will: Oversee complex DOE accounting program operations that include, but are not limited to, accounts receivable, fund distribution, obligations, payments, credit reform accounting, financial reporting, etc. Perform analysis and reconciliation of accounting/financial data and information, review and identify errors related to the preparation of financial statements, consolidated financial statements and/or the annual Agency Financial Report, and any special managerial reporting as a result of Congressional, central agencies or internal reporting requirements, ensuring that there are no accounting errors in any of the financial reports or documents. Recommend, develop, and publish financial and accounting policies, principles and procedures for the organization or program supported, as well as revise existing guidance. Develop and support DOE's financial risk management framework, and DOE internal control program, financial management oversight, risk analysis, corporate reviews and analyses, management controls, accountability reporting, audit resolution and follow-up, and related issues. Develop and monitor accounting systems elements and internal controls, identifying problem areas and developing solutions to improve operating program or overall Department accounting and financial management effectiveness. Conduct special projects to perform in-depth analysis of high-level complex accounting data and interprets that data/information to ensure that information accurately reflects the financial condition of the assigned organization. This position may be approved to work remotely full-time, but the employee will be expected to reside within 50 miles of the official worksite located at either Lemont, IL or Oak Ridge, TN.   • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

Qualifications

Please note this position does have an education requirement. This requirement is listed in the Education portion of this vacancy announcement. You must meet the eligibility and qualifications within 4 months of the closing date of this announcement. For the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position at the GS-7 includes: Assisting in identifying accounting errors. OR YOU MAY QUALIFY FOR THE GS-7 BASED ON EDUCATION: 1 year of graduate-level education. Graduate education must provide the knowledge, skills, and abilities to perform in the position. OR YOU MAY QUALIFY FOR THE GS-7 BASED ON SUPERIOR ACADEMIC ACHIEVEMENT: Bachelor's degree with superior academic achievement is defined as:(1) Class standing -- You must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses, (2) Grade-point average (G.P.A.) -- You must have 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or(3) Election to membership in a national scholastic honor society -- You are a member of one of the national scholastic honor societies recognized by the Association of College Honor Societies (https://www.achshonor.org/) OR YOU MAY QUALIFY FOR THE GS-7 BASED ON A COMBINATIN OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position at the GS-9 includes: Assisting in identifying and resolving accounting issues. OR YOU MAY QUALIFY FOR THE GS-9 BASED ON EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. Graduate education must provide the knowledge, skills, and abilities to perform in the position. OR YOU MAY QUALIFY FOR THE GS-9 BASED ON A COMBINATIN OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education

You MUST submit at least one of the following:
  • Copy of your Transcripts or equivalent; or
  • Certificate as Certified Public Accountant (CPA); or
  • Certified Internal Auditor (CIA)
Basic Education Requirements for the 510 series:
  • Degree: Bachelor in accounting; or a Bachelor degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

To be eligible for the Pathways Recent Graduate program you must be a:
  • Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
-OR-
  • Student who within 4 months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated.
-OR-
  • Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion. You MUST submit a copy of the DD214 showing the duration and dates of service that precluded you from applying due to the military service obligation.
