THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (INFOSEC/NETWORK) (TITLE 32), Position Description Number NGD2341000 and is part of the TN 134th ARW, Air National Guard. This vacancy is not eligible for membership to a labor organization.

Duties

As an IT CYBERSECURITY SPECIALIST (INFOSEC), GS-2210-12, you will perform cyberspace operations that protect and defend (or assess the capability to protect and defend) information and information systems by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. Provide for mission assurance of information systems by incorporating protection, detection, and reaction capabilities. Prepare Unit Training Assembly, Annual Training and currency training events for Mission Ready Cyberspace Operators and is prepared for events in order to optimize training time available. Consult with supervisors, Drill Status Guardsmen, specialists, vendors, and sister Cyberspace Operations Units to procure and maintain training range devices and software that realistically emulate mission networks which are flexibly re-configurable to emulate as needed to prepare for Cyber Protection and Industrial Control System defense missions. Perform other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive compartmented Information (SCI) may be required based on the highest classification level in the state.
  • This is an Information Security Workforce position. Selectee must meet position requirements for certification at Level II in Information Assurance Management (IAM-II) within 6 months or less of appointment to this position.
  • All certifications are required within 6 month of employment.
  • Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.
  • Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Required military and civilian cyberspace program certifications for the specific GS-2210 position within 24 months of hire into the dual status Technician position.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.

Qualifications

Military Rank: E-5 through E-6 Compatibility: CEM 1B000, Cyber Warfare Operations, 1B4X1, Cyber Warfare operations, 3D0X2, Cyber Systems Operations, 3D0X3, Cyber Surety, 3D1X3, RF Transmission Systems GENERAL EXPERIENCE: Must have experience in collecting and analyzing data effectively, efficiently, and accurately; ability to plan, direct, and coordinate difficult and complex programs; ability to develop, apply, and adjust cyber program plans to attain agency objectives; ability to select, develop, and supervise a subordinate staff; ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness; ability to make oral and written presentations in a clear and concise manner; ability to apply a high level of sound and independent judgment in the solution of cyber program problems and cyber mission requirements; a broad knowledge of and ability to utilize principles, methods, techniques, and systems; ability to write proper English in reports and presentation formats; ability to communicate clearly and effectively; skilled in training, mentoring, and problem solving; and, skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least 12 months of experiences as a Defense Personnel Cyberspace Operations CPT-ICS Team Member and performed cyberspace operations that protected and defended (or assessed the capability to protect and defend) information and information systems by ensuring their availability, authentication, confidentiality, integrity and non-repudiation? Experienced in mission assurance of information systems by incorporating protection, detection, and reaction capabilities. Competent in conducting risk and vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks and protection needs. Experiences included working with in-garrison and deployed cyberspace weapon systems. Competent in configuring and monitoring hardware and software for systems operation, processing and control of data flow, and client-server multi-user system support, including network management or administration. Experiences must include two or more of the following business tasks: Evaluating and assessing vulnerabilities of customer network and application server hardware, operating systems, and peripheral network equipment, such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, and concentrators. Experienced in searching and illuminating advanced persistent threats in DOD Cyber systems and protects priority DOD missions for a specified duration. Skilled in performing analysis and design of automated and manual systems related to the network. Identified and provided data for intrusion detection analysis. Experienced in replicating tactics, techniques, and procedures of specific cyber threats as appropriate to evaluate cyber defenses and prepare DOD defensive cyber operations; and assessed postures and processes from an outside perspective. Conducted cyber key terrain analysis and mission-oriented mapping that identified cyber dependencies in mission owner network. Skilled in developing courses-of-action for risk mitigation and mission defense into written plans that integrated team capabilities. Experiences included work accomplished to prepare and coordinate operators, resources, facilities and equipment schedules, in coordination with unit and flight commanders, in order to ensure training, currency, and mission timelines and objectives were met. Experiences may include the assessment and evaluation of mission vulnerabilities and/or adversary activity in ICS enclaves. Experienced in detecting, characterizing, and resolving insecurities in ICS networks. Experienced in conducting reviews and analyzing ICS network traffic, configurations, and operating procedures and provided methods to improve system security posture. Experienced in the Air Force currency and additional national-level requirements to execute US Cyber Command's Defend-the-Nation priority. Skilled in presenting formal and informal briefing and written reports in regard to the Cyber program mission readiness. Competent in preparing Unit Training Assembly, Annual Training and currency training events for Mission Ready Cyberspace Operators to optimize training times. Knowledgeable on unit military members' go-or-no-go readiness status and skilled to recognize deficiencies. Experiences included providing opportunities for assigned members to maintain full mission readiness. Experienced in coordinating with the unit's maintenance section to ensure all assigned equipment is in good working condition and ready for each training and mission event. Competent in consulting with Wing supervisors, Drill Status Guardsmen, specialists, vendors, and sister Cyberspace Operations Units that resulted in procuring and maintaining the range devices and software that provided realistic mission networks training in order to prepare for Cyber Protection and Industrial Control System defense missions. OTHER QUALIFICATION REQUIREMENTS: 1. For hire consideration, the incumbent requires routine access to Top Secret material or similar environment. For award and retention of the cited compatible Officer and enlisted AFSCs, completion of a current Single Scope Background Investigation (SSBI) according to AFI 31-501, Personnel Security Program Management, is mandatory. 2. The incumbent must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, Information Assurance - Technical Level II (IAT II), IAW current AF directives. https://gkoportal.ng.mil/ang/A3/SitePages/Home.aspx. 3. The incumbent must have and maintain local network access IAW AFMANs 33-152. 4. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test. 5. Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. 6. Must maintain certifications, as required by the certifying provider, to retain privileged system access. The Level One (1) certification is required prior to being authorized unsupervised privileged access. 7. Must obtain all compatible service specific military skill requirements to retain the position's military skill (AFSC) and military rank in regard to directed training, required certifications, and education. The incumbent must obtain all required military certifications within 12 months of hire/appointment into the dual status position. 8. Must obtain and maintain all compatible service specific GS 2210 civilian and military skill requirements in Information Technology Program training, certifications, and education. 9. Must obtain and retain all required civilian certifications and military certifications within 12 months of hire/appointment into the dual status position. 10. Employee and his or her applicable supervisor must document and manage the employee's Individual Development Plan. All education course completions, military training courses, and certifications are documented in the employees' military (MILPERS) and civilian (DCPDS) records, as directed by DoD, USAF, and the NG Career Field Functional Managers. 11. Must agree in writing, as a condition of employment, that he or she will obtain and maintain the appropriate certifications for the applicable position. 12. Must have and maintain a current Network License according to Air Force Directives, Licensing Network Users and Certifying Network Professionals.
