The Procurement Pharmacy Manager is responsible for the professional and administrative management of the procurement and automation for the Ann Arbor VA Medical Center and it's Community-Based Outpatient Clinics (CBOC). The incumbent works independently under the Associate Chief of Pharmacy Operations, or designee, and keeps them appraised of trends/problems associated with inventory management, procurement, conversion, substitutions, pharmacoeconomic, and automation activities.

Duties include but not limited to:
Supervisory Controls::
Administratively accountable to the Associate Chief of Pharmacy Operations, or their designee, for professional licensure, competency and continuing education.
Sets the overall objectives and resources available. The employee and supervisor, in consultation, develop deadlines, projects, and work to be done.
Responsible for planning and carrying out the assignment, resolving most of the conflicts that arise, coordinating the work with others as necessary, and interpreting policy on own initiative in terms of established objectives.
Drug Procurement:
Serves as a specialized resource for the pharmacy staff in matters associated with procurement, standards related to the distribution of scheduled and non-schedules drugs, and disposition of dangerous drugs or agents.
Serves as an authoritative information source on medications and their availability, relative costs, quality of products with emphasis on contract requirements and legal requirements associated with procurement.
Ensures drug procurement complies with VA National policies, VA National Contracts, VISN and local formularies.
Supervises annual inventory of product and completes computation and drug budget forecasts for the pharmacy inventory turns.
Serves as a liaison with the pharmaceutical prime vendor, Supply Chain Management service, and pharmaceutical representatives.
May perform other duties as assigned based on the needs of the Pharmacy Service.
Government Credit Cards/Approving Official:
Ensures all pharmacy service government purchase card holders and approving officials complete assigned mandatory training.
Establishes government purchase cards within designated limits of purchase authority. Immediately revokes government purchase card of any employee who is separated, reassigned or transferred.
Assures IFCAP reconciliation and approvals are completed within the mandated timeframe to prevent delinquencies.
Validates any government purchase card holder has completed reconciliations and approvals prior to taking leave, reassignment, and/or separation.
Verifies government purchase card holders conduct appropriate market research documents to ensure compliance with appropriate contracting guidelines for socio-economic goals.
Certifies all procurement transactions are legal and proper and items are appropriately received. Validates reconciled payment charges in IFCAP occurs within 14 days of receipt from government purchase card holder.
Direct Supervisory Authority Over the Procurement Staff:
Ensures that the services provided meet or exceed professional and legal standards.
Management efforts emphasize supervision of day-to-day details and operations of the procurement and automation.
Plans and assigns work to be accomplished by subordinates based on established priorities, selective consideration of the assignment's difficulties and requirements, and capabilities of the employees. The incumbent reviews the work of subordinates and accepts, amends, or rejects it as appropriate.
Interviews employee candidates and recommends appointments, advancements, or promotions to the appropriate approving official(s).
Manages affirmative action initiatives, grievances, EEO complaints and labor management issues while effectively supervising staff.
Responsible for assigning duties; development of performance standards and performance evaluation; recommendations for appointment, awards, advancement, and, when appropriate, disciplinary action.
Required to cooperatively resolve routine and complex problems that affect other pharmacy sections and/or other medical center services so that little or no intervention is needed for a higher-level supervisor.
Defines and establishes effective process monitors and quality controls for the proper surveillance of the accuracy and integrity of medication management systems within the incumbent's area.
Plans short- and long-range objectives, achieves results, and ensures customer satisfaction to the extent possible within resource constraints.
Education and Research:
Provides training and education to nurses, pharmacists, physicians, controlled substance inspectors, pharmacy technicians, pharmacy students on the policies/procedures involving procurement and automation.
Participates in the training and in-servicing of pharmacists, pharmacy technicians and other medical center personnel as required.
May serve as preceptor for pharmacy students and pharmacy residents in accordance with established policies.
Assists in new employee orientation sessions as scheduled.

Qualifications
Basic Requirements:
Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://vvww.acpe-accredit.orgt (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Grandfathering provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates:
GS-12 Pharmacist (Full Performance Level)
Experience or Education: In addition to the basic requirements, candidates must meet one of the following:
1 year of experience equivalent to the next lower grade level; or
Completion of an ACPE-accredited Pharm.D. Program.
Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs):
Knowledge of professional pharmacy practice.
Ability to communicate orally and in writing to both patients and health care staff.
Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
GS-13 Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Pharmacists assigned to this position must demonstrate the following KSAs:
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
Preferred Experience: 2 years managerial and/or project management experience. 2 years experience in inventory management, financial and numerical skills, detail oriented, excellent analytical and problem-solving skills. Ability to work within a budget and aid in cost savings initiatives. A team player with the ability to communicate effectively with all levels of professionals and to motivate others. VISTA/CPRS and/or Cerner experience. Knowledge of McKesson ordering and inventory management systems, N3PR, Omnicell, ScriptPro and other pharmacy automation and robotic systems. Knowledge of both inpatient and outpatient medications/supplies and operations.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires regular and recurring physical exertion. The physical demands of the work includes moderate lifting/carrying of pharmaceutical supplies weighing up to 44 lbs., pushing and pulling of large medication carts, light lifting of under 15 pounds, reaching above shoulder, use of fingers, good dexterity (both hands required), walking up to 4 hours, standing or sitting for prolonged periods of time, kneeling, repeated bending/stooping, climbing, use of legs and arms, operation of vehicle/motorized cart, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20, specific visual requirement, ability to read fine print on labels, depth perceptions, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid permitted), clear speech, and emotional stability.
