This position serves as the Pharmacy Controlled Substance and Admin Support Technician and supports patient care activities for the Toledo Community Based Outpatient Clinic (CBOC).

Duties

Controlled substance distribution is a critical responsibility for Pharmacy Service. Procedures and records must be maintained with meticulous detail. Losses and discrepancies can have significant consequences. Properly securing and accounting for controlled substances involves performing complex procedures over a range of functions. The duties of this position require a trustworthy, highly organized, and accurate, individual who pays strict attention to detail. The incumbent in this position is trusted to manage, distribute, and account for the controlled substance inventory accurately and with minimal supervision. This position performs, but not limited to the following duties: Perform payroll duties when the Technician Supervisor is unavailable or on vacation and assist the overall Pharmacy service as needed with any payroll issues. Manage the MHICM program delivery and communicate with the mental health staff as needed to ensure that the highest level of service is maintained for the Veterans enrolled in the program. Helps with the scheduling of pharmacy technicians when the Technician Supervisor requires assistance. Manage the CMOP rejects daily to ensure that all orders are correctly routed (local mail, or orders that need correction to be resent to CMOP) so that Veterans get all medications in a timely manner. Manage outdated medications in all assigned areas and manages Pharmacy Service reverse distribution program under the direction of the Pharmacy Supervisor. Provides for the security of controlled substances by controlling access to storage areas, and by ensuring that controlled substances are always kept in the locked, supervised area, specifically designated for controlled substance storage (hereafter referred to as the "cage"). Prepares and fills outpatient orders and requests for controlled substances. Responsible for checking in or overseeing the check of all control substance orders. Dispensing actions require 100% accuracy and must be carried out in a timely fashion. Fills prescriptions for controlled substances for patients being discharged from the inpatient units. Works with procurement technicians to initiate all orders for controlled substances necessary to maintain proper stock levels to prevent both shortages and over-stock situations and accurately records receipt of new stock and returned stock into inventory. Authorized to initiate orders for controlled substances. Initiates CS orders (including completing DEA forms) to meet local requirements, VACO directives, DEA requirements), and other state and local requirements that apply. Tracks and accounts for each medication from the moment it is received to the moment it is used or destroyed through use of manual and/or automated systems as necessary. Assists with investigation and corrective action recommendations for all CS dispensing/administration discrepancies found in Outpatient Pharmacy Vault. Monitors and analyzes orders and usage patterns for questionable circumstances or aberrant trends in usage. Communicates potential problems to supervisor. Performs risk/quality management activities as requested by the supervisor. Acts as an information source for the medical center staff on CS regulations, procedures, and product availability. Maintains a safe, clean, uncluttered work area in the controlled substance storage areas. Maintains open, cooperative communications with pharmacy staff and individuals outside the pharmacy that may need advice and action. Prepares items necessary for storage per policy and requirements. Work generally consists of standardized, sequential, repetitious processes and tasks. It involves selecting the most applicable series of steps from several alternatives in each assignment area. Decisions about what needs to be done involve multiple choices that require recognition and selection of the most correct choice from a variety of alternatives. Contacts are made to clarify and prioritize orders in accordance with established pharmacy procedures and to resolve any issues that may arise. Contacts involve communication with co-workers in the pharmacy, nursing staff, other healthcare providers, administrators at the facility and other medical center staff. This position also requires contact with patients. Performs other miscellaneous duties within the context of the general position description as requested by supervisor, time permitting. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grade GS-6 and above. English Language. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English accordance with VA Handbook 5005, chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-07 Experience: One (1) year of experience at the next lower grade (GS-6) and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*) GS-6 - KSAs: Demonstrated Knowledge, Skills, and Abilities Ability to solve problems and make recommendations, e.g., troubleshoot operational problems and refer for appropriate action. Knowledge of the operation and care of automated equipment. Knowledge of, and ability to follow, written instructions for compounding with aseptic technique for hazardous materials such as oncology agents. Knowledge, and ability to perform, compounding with aseptic technique for routine sterile products. Knowledge of policies and procedures for inventory management in specialized areas such as emergency carts. Knowledge of the computerized prescription process demonstrated by the ability to input prescriptions and medication orders. GS-7 - KSAs: Demonstrated Knowledge, Skills, and Abilities * Ability to evaluate, analyze workflow, and coordinate work activities. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. Comprehensive knowledge of the procurement and formulary process. Comprehensive knowledge of investigational drug policies and procedures. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. Comprehensive knowledge of, and ability to, analyze data in VA information systems. The full performance level of this vacancy is GS-07 Physical Requirements: The work requires regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of pharmaceutical or automation supplies and parts weighing up to 50 lb., and bending/stooping. The work may entail repetitive wrist movement while using various size syringes, vial cap removal or typing.
