This position is located at John J Pershing VAMC and Community Based Outpatient Clinics (CBOC). Performs all duties of a journeyman Locksmith and is assigned to the Carpenter Shop within the Maintenance and Operations Section of Engineering Service performing work involved with repairing, overhauling, modifying, testing, and installing a variety of locking devices typically found on doors, desks, compartments, mobile equipment, safes,
vaults, and other secured locations.

Major duties and responsibilities include:
Performs visual and operational checks to locate trouble sources and determine best methods of correcting problems.
Removes locks, disassembles, detects worn or damaged parts, i.e., broken springs, jammed pins, bent discs, broken tail pieces, rust, and corrosion.
Lubricates and cleans parts, straightens bent parts, replaces broken parts, reassembles, tests, and reinstalls devices.
Duplicates keys, cuts keys, and rekeys locks by using standard key coding practices to conform to station policy and VA criteria.
Maintains blank keys of all known locking devices, cuts keys required for issue and replacement as required; does not maintain extra keys, precut keys, or discarded turned-in keys.
Immediately seizes and reports unauthorized keys to the Chief, Engineering Service, and Police Service.
Maintains Master Keying Plans for facility.
Maintains materials and full set of tools and equipment.
Maintains copies of VA Form 07-2237 for accountability of all items requisitioned and purchases.
Establishes and maintains the Key Control System for Engineering Service.
Maintains electronic files pertaining to key issues to include area designation and programs key control systems such as proximity alarms and physical access control systems (PACS).
Work Schedule: Monday thru Friday, 8:00am - 4:30pm

Minimum Requirement: Experience that includes independently solving problems that require modification of accepted trade practices, procedures and methods and must make difficult judgments and decisions when modifying and reworking locking devices for special security objectives; typically receives no technical supervision, and the work is reviewed based on meeting user needs; work is accomplished with little or no supervision, given only the desired outcome to achieve.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
Physical Effort: Work requires the incumbent to lift up to 50 pounds and be physically able to walk, bend, stoop, stand and work in close spaces for long periods of time all while performing their locksmith duties. Some work assignments may require the incumbent to work in awkward conditions for extended periods of time.
Working Conditions: Works in a fully secured office containing all required tools, equipment, and materials, and performs 50% of preliminary work therein. The remainder of the time spent working is in the field, both indoors and outdoors. Exposed to possibility of cuts, abrasions, scrapes, bruises, and burns. Operates dangerous equipment such as a key cutting machine, electric grinder, and soldering irons that require shields and proper safety equipment for protection.
