This position is located in the Access and Office of Community Care (AOCC) service of the Birmingham Veteran Administration Health Care System (BVAHCS). The Training Specialist develops and implements educational programming for medical center employees including but not limited to New Employee Orientation program, ViSTA, work-life balance classes, other trainings for employees at the medical center and Community Based Outpatient Clinics (CBOCs).

Duties

This position is located in the Access and Office of Community Care (AOCC) service of the Birmingham Veteran Administration Health Care System (BVAHCS). The Training Specialist develops and implements educational programming for medical center employees including but not limited to New Employee Orientation program, ViSTA, work-life balance classes, other trainings for employees at the medical center and Community Based Outpatient Clinics (CBOCs). The main duties consist of, but not limited to: Develops and implements training module(s) for new and existing Medical Support Assistant employees working in multi-disciplinary areas throughout the Health Care System; Develop and/or evaluates courses for training programs and implements changes based upon evaluation of courses/programs; Uses computer equipment with a wide variety of software, which includes but is not limited to Microsoft Word, Excel, PowerPoint, Outlook, Access, Internet and Veteran Health Administration (VHA) databases to effectively function within the training program; Performs work in the development and/or evaluation of courses for training programs, implements changes based upon evaluation of courses/programs; Designs, evaluates and develops programs training plans, course methods, material and aids and training records; Plans and carries out the assignment; resolving conflicts that arise and coordinating efforts to ensure all aspects of duties are accomplished efficiently timely, and correctly; Oversees scheduling accuracy and facility compliance with VHA Directive 1230, Outpatient Scheduling Processes and Procedures; Reports scheduling accuracy audit results and schedules process improvement plans to Compliance Officers and the Compliance Committee, and VISN Scheduling Audit Lead monthly; Performs scheduling audits and serves as the facility's subject matter expert for scheduling accuracy and development and implementation of remedial training to resolve deficiencies in scheduler accuracy. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a (GS-07) position you must have served 52 weeks at the (GS-05). For a (GS-09) position you must have served 52 weeks at the (GS-07). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Award SF-50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. ***Individual Occupational Requirement*** You must meet the following Individual Occupational Requirement (IOR): Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR, Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the Individual Occupational Requirement (IOR) as listed above, you may qualify based on your experience and/or education as described below: You may qualify based on your experience and/or education as described below: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Specialized Experience (GS-07): You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to: Teaching, training, researching, making presentations, lecturing, testing, and other instructional methods. Full scope of scheduling audits related to scheduling. Determining objectives and strategies; coordinating with other parts of the organization to accomplish goals. Monitoring and evaluating the progress and outcomes of operational plans; anticipating potential threats or opportunities. Accurately training staff on in Computerized Patient Record System (CPRS), correctly scheduling patient appointments, and procedures in Veterans Health Information Systems & Technology Architecture (VistA). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level. OR superior academic achievement (SAA). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to: Teaching, training, researching, making presentations, lecturing, testing, and other instructional methods. Full scope of scheduling audits related to scheduling Determining objectives and strategies. Coordinating with other parts of the organization to accomplish goals. Interprets training requirements and curriculum needs and independently adapts training to fit the needs of the learner. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree. OR Two (2) full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree OR a LL.B. or J.D., if related. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet the experience requirements. You will be rated on the following Competencies for this position: Education and Training Planning And Evaluating Scheduling & Auditing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits at a desk but may sit in a class room setting which may require walking around the room and work with students over a computer or workstation. It may require standing, bending, or carrying of light objects such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work. The work environment involves everyday risk or discomforts, which require normal safety precautions typical of such places as offices, meeting and training rooms or libraries. The work area is adequately lighted, heated, and ventilated.
