This position is located in Catoctin Mountain Park, in the Division of Resource Management. This is a general natural resources management position for Catoctin Mountain Park. The biologist is engaged in the study, inventory, monitoring, restoration, and management of a broad range of natural resources. Duties

The major duties of the Biologist position include, but are not limited to, the following: Inventory, monitor, restore, and manage natural resources in Catoctin Mountain Park. Carry out program management by identifying research and management priorities and potential funding sources within and outside NPS. Prepare competitive proposals to fund those needs. Coordinate the integrated pest management program by maintaining a Maryland pesticide applicator certification and developing strategic plans for prioritizing, detecting, mapping, controlling, and monitoring invasive species. Serve as the National Environmental Policy Act coordinator for the park. Plan and execute science-based habitat restoration including researching and selecting restoration techniques, developing treatment plans, ensuring completed compliance, and collaborating with internal and external partners. Utilize appropriate GIS and GPS technology for project management and data analysis. Duties will be developmental in nature when filled below the full performance level.

All qualifications must be met by the closing date of this announcement-11/09/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position, you must meet one the following Basic Requirements in order to be eligible for this position: If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position. Degree in biological science, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR a combination of education and experience with courses equivalent to a major, as shown above, plus appropriate experience or additional education. To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes one or more of the following: independently carrying out ecological or biological studies with a number of variables following established protocols; performing established, standardized tests and analyses on a broad range of biological samples; conducting seasonal monitoring of biological or ecosystem components; recording, compiling, and organizing data; develop written reports; and using computer-based technology such as geographic information systems (GIS), spreadsheets, and databases. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two years of progressively higher level graduate education leading to a master's degree or master's equivalent degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology, or physical science, engineering or mathematics or directly related fields, which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position.. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the months of creditable higher level graduate education divided by 24 months. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes one or more of the following: participating in the planning and execution of complex ecological or biological studies; performing established, standardized tests and analyses on a broad range of biological samples; conducting studies using established fact-finding and evaluation procedures; conducting long-term monitoring of biological or ecosystem components; design, develop, test, and implement scientific monitoring protocols; developing scientifically credible protection, mitigation, and restoration projects; or developing and carrying out statistically valid data collection protocols; and administering computer-based technology such as geographic information systems (GIS), spreadsheets, and databases. -OR- EDUCATION: Successful completion of at least three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the months of creditable higher level graduate education divided by 36 months. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
