The incumbent serves as the Supervisor General Engineer at the Mountain Home VAMC. The incumbent is responsible for day-to-day management of all engineering matters affecting the VAMC. The VAMC is a Level 1c facility comprised of one main campus (James H. Quillen VAMC (JHQVAMC) Mountain Home), a full service, free standing Outpatient Clinic (William C. Talent, Knoxville), six Community Based Outpatient Clinics (CBOC's), and three Rural Outreach Clinics (ROC's).

Duties

The incumbent has supervisory authority, responsibility and accountability on issues affecting Engineering Service. The incumbent collaborates with operations and program managers to ensure integrated goals and priorities for Engineering Service are met. The incumbent also works closely with peers in other Services to meet their needs as internal customers and the needs of external customers as well. The incumbent is knowledgeable of overall VISN 9 and JHQVAMC goals, missions, and priorities to assure a positive impact on other programs and resources. As the Supervisor General Engineer, the incumbent's duties include, but are not limited to: The incumbent conceives plans, develops, and manages the JHQVAMC's capital improvement program as it relates to the overall facility short/long range goals and mission. The incumbent is responsible for the development and update of the Ten-Year Facility Strategic Capital Initiatives Plan (SCIP). The incumbent assists the clinical and administrative services in developing/formulating their needs into construction projects and then fitting them into the JHQVAMC program. The incumbent also reviews the major utility systems, building services equipment, building structural and cosmetic conditions, to assure compliance with regulations, safety codes and operating standards. Identified needs or deficiencies are developed into projects that are either accomplished locally, or included in the Ten­ Year Facility SCIP Plan. The incumbent is responsible for the proper supervision of the construction work to ensure contractor's compliance with contract drawings and specifications; close surveillance of contractor's work; coordination of all utility shutdowns to minimize disruption of JHQVAMC operations: inspection of completed work for professional adequacy, contract requirements, and VHA standards. The incumbent and staff prepare monthly and quarterly reports on projects be reviewed by to the Executive Leadership Team (EL T), the Contracting Officer, VISN, and VHA. The incumbent has responsibility for complete Interior Design management which includes signage, graphics, historical preservation, finish schedules, and space utilization with responsibility for the development and direction of interior design activities and projects intended to achieve factors such as: desired aesthetic and functional qualities; comfort of patients, visitors, and employees; the durability of materials utilized and their maintenance; certification of furnishings and finishes in compliance with fire and safety regulations; review of ergonomic requirements in job safety and analysis for reducing occupational injuries; and economy to the facility. The incumbent has responsibility for planning, development, coordination, and evaluation of the Emergency Preparedness Plan for the facility. This includes conducting Emergency Management training and exercises for the facility and associated remote clinics. Will also work closely with local municipal officials, Quillen School of Medicine officials, and Federal Emergency Management Administration (FEMA) as necessary to coordinate Emergency Management activities, including periodic joint training exercises. Communicate with multiple individuals and groups from outside the Medial Center, including federal officials, state officials, city officials, consultants, contractors, representatives of the media, and professional associations, in structured and unstructured settings, in order to ensure successful project execution. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
