The position is located in the United States Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO), Program Management Office whose mission is to serve USDA and its customers by leading a network of professionals and integrated financial systems as one cohesive function to elevate processes and internal controls.
Incumbent will serves as a release manager/project team lead for financial and administrative systems.
Duties
Performs technical and administration duties in the application of the financial and administrative systems to include administrative laws, policies, regulations, and precedents to improve effectiveness in operations.
Plans or manages the implementation, update, or integration of information systems component.
Reviews customer-initiated requests for specific modifications to the information technology system.
Schedules governance board meetings with stakeholders to determine priorities for change requests.
Monitors and reports progress and performance of projects with regard to scope, schedule, cost, resources, quality, and risk.
Requirements

Qualifications
You must possess the Basic Requirements indicated below, plus additional specialized experience and/or education to be considered eligible for this position. To receive consideration for this position, you must meet all qualification requirements by the closing date of the announcement.
GS-14 Specialized Experience:
One year of specialized experience equivalent to the GS-13 grade level or pay band in Federal Service or equivalent experience in the private or public sector private sector/pay systems equipped you with the particular competencies to successfully perform as a Program Manager. Specialized experience is defined as: 1) Prioritizes and adjusts plans, schedules, and resources in response to changing needs and competing priorities; 2) Oversees execution of projects and closely monitors progress; responds and adapts plans to changes and manages risk; 3) Organizes work, sets priorities, and determines resource requirements; 4) Determines short-term or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; 5) Monitors progress and evaluates outcomes; and 6) Applies project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments in order to manage assigned projects and coordinate the efforts of project teams.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
