Job opening: Supervisory Contract Specialist

Salary: $122 907 - 183 500 per year

The incumbent is responsible for the overall management and supervision within one or more separate and distinct contracting branches, actively engaged in all phases and activities relative to the procurement process. This position is outside the bargaining unit.

Duties

Major duties for this position include, but are not limited to: Serves as the principal contract/business advisor to major program office(s) and represents OSPE as the Program Office's contractual authority. Conducts procurement planning. Considers acquisition background and objectives including delivery requirements, tradeoffs, cost, and risks. Determines the extent of competition including whether the contract action should be set aside for small businesses. Assures compliance with regulations for synopsizing requirements for all subordinate staff. Performs evaluation of proposals and quotes. Directs administration of awarded actions for the acquisition program, including the issuance of modifications, negotiation of changes, the exercise of options, investigation, and resolution of contractor delays, contractor performance appraisal, disposition of claims, and similar matters. Directly and by way of subordinate staff, oversees the planning, development and execution of major procurement actions. Advises Agencies on contract performance oversight to include the use of contract remedies such as termination for default and termination. Provides real time support on contract performance matters, to include responding to weather related and other emergencies, performance matters, and Agency needs.

Requirements

  • Possesses a FAC-C level Ill or DAWIA level Ill certification in contracting.

  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

BASIC REQUIREMENTS A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. *Exceptions Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. For GS-14, Applicants must have at least 4-years experience in contracting or related positions. At least 52 weeks of that experience must have been specialized experience at or equivalent to work at the next lower level of this position, and must have provided the knowledge, skills, and abilities to perform successfully the work of this position. Qualifying specialized experience for GS-14 includes experience: Interpreting Federal Acquisition Regulations; planning, organizing, directing and managing the procurement of supplies and services of various sizes and complexity through all phases of the acquisition process. Reviewing contracting processes and recommending improvements. Overseeing and/or leading lower graded employees through the pre-award and post-award contracting functions. Experience serving as a warranted Contracting Officer; and developing and adhering to operational procedures to ensure compliance with established policies and regulations. *Applicants must possess a FAC-C level Ill or DAWIA level Ill certification in contracting.
