The Associate Chief of Staff- Diagnostics will manage and plan how services are delivered and contribute to the process of strategic planning, influencing and responding to organizational priorities. This will involve responsibility for creating an annual Diagnostics Strategic Plan, identifying Diagnostics priorities, and working with the Executive Leadership Team, Service Chiefs, and Associate Chief of Staff's. Duties

As a nurse practitioner (NP), the NP will practice to the full extent of their education, training and certification, without the clinical supervision or mandatory collaboration of physicians, as a licensed independent practitioner to provide specified medical or other patient care service. The NP collaborates with other disciplines to develop, implement, and coordinate a system of patient care delivery that promotes communication, teamwork, high quality care, patient satisfaction, positive outcomes, appropriate utilization of resources and cost-effective services. Clinical and Administrative - The Associate Chief of Staff- Diagnostics reports to the Chief of Staff or designee. - Provides leadership role to the Diagnostics System. - Completes all duties as assigned. Provides medical services to Veterans on an outpatient, inpatient as needed at Saginaw VA Medical Center and the nine Community Based Outpatient Clinics (CBOC). - Plan and direct the educational and clinical experience of any medical students, residents, and fellows assigned to the Diagnostics System. - Is readily available to the Diagnostics team members for collaboration when medical or other problems arise. - Assume a leadership role in the development and implementation of the Diagnostics System's performance improvement plan. - Advocate for the Diagnostics System with VHA leadership and the medical community. - Keeping the Diagnostics System taskforce appraised of medical care advances and practice standards. - Collaborating with other Diagnostics leadership, VISN leadership, and VA Central Office, Office of Patient Centered Care and Cultural Transformation (OPCC&CT) staff on program developmental issues. - Creating strategic partnerships with community organizations in order to promote diagnostics offerings with the community. - Co-Chairs the Diagnostics Taskforce and provides oversight of the Diagnostics System. - Maintains inventory of Diagnostics items offered at VHA facility, including gap analysis as it relates to Diagnostics approaches that must be offered by VA/community per Directive 1137. - Development of annual budgetary report based on quality, activity, and financial information and projections. - The Associate Chief of Staff- Diagnostics is accountable for resources used, directly and indirectly, by the Diagnostics System. - Occupies the lead management role within the Diagnostics System. Each member of staff has a reporting relationship, through their line supervisor, to the Associate Chief of Staff- Diagnostics. - Provides direct line supervision to Diagnostics Coaches and Partners. - Provides direct line supervision to Pain Resource Team. - Development and implementation of measures to ensure efficiency and effectiveness in the designated areas of responsibility. - Supporting clinical training and continuing professional development throughout the Diagnostics team in line with personal and professional development plans and organizational/clinical need. - Provision of strategic clinical input and ensuring effective advice to the Chief of Staff and the medical center executive leadership team. - Development and execution of a Diagnostics Business Plan for the medical center. The plan should identify the medical center mission, goals, objectives, and strategies for accomplishing these goals together with related resource implications. The business plan should be consistent with the Aleda E. Lutz VA Medical Center overall strategic business direction. - Promotion and development of measures to assess clinical outcomes and performance at the team and individual level. - Participates in all Medical Staff functions as required by the VAMC Medical Staff Bylaws. - Participates in the use of clinical practice guidelines and meets relevant performance measures as mandated by Veterans Health Administration (VHA). - Participates in the provision of pain management, mental health, and end of life care to Veterans as required. - Reports quality of care issues promptly through established mechanisms. - Maintains timely and complete patient medical records that meet Compliance Program and JCAHO requirements. - Consults specialty physicians as appropriate and collaborates with specialty clinics for appropriate and streamlined patient care. - Must be Basic Life Support (BLS) certified. - Takes into consideration the unique needs of female veteran patients. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Nurse Practitioners must be licensed or otherwise recognized as a nurse practitioner in a State and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Lifting up to 35 pounds for 8-12 hours, intermittently; moderate carrying (15-35 pounds) for 8 to 12 hours, intermittently; lifting over 35 pounds with assistive devices in accordance with the Safe Patient Handling Policy except in emergent situations requiring prompt patient care; pulling for 8 to 12 hours, intermittently; pushing for 8-12 hours, intermittently; reaching above the shoulders for 8-12 hours, intermittently, both hands required; walking 8-12 hours, intermittently; standing 8-12 hours intermittently; kneeling 8 to 12 hours, intermittently; repeated bending for 8-12 hours, intermittently; climbing and use of both legs and arms for 8-12 hours, intermittently, both legs required; near vision at 13 to 16" Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other eye; ability to distinguish basic colors; hearing aid permitted; twisting, simply grasp and fine manipulation. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The incumbent must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.
