The incumbent performs duties involving promoting, coordinating, budgeting, and improving education policies, programs, standards, activities, and opportunities in accordance with national policies and objectives. The Incumbent has the responsibility for linking the educational activities of the facility to VHA's long-term strategic goals.
Duties
Develops and maintains Education related Standard Operating Procedures (SOPs).
Coordinates the local New Employee Orientation (NEO) Program
Provides technical assistance in developing/maintaining Employee recognition Program for specific audiences.
Assures customer inquiries are resolved promptly.
Plans, develops, directs, and implements program evaluation activities related to the
education outreach component.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00 am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates a one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. To qualify you must possess one of the following:
Education:
Major study -- education or a subject area related to the position to be filled.
OR
Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position.
To qualify for the GS-11 grade, you must have one year of specialized experience equivalent to the GS-09 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience:
Experience providing administrative support and serving as a site participant in programs.
Experience creating and reviewing documents. That may include staff development and continuing education and learning resources.
Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and maintain information.
OR
Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Transcript required)
OR
Combination:
Combination of specialized experience as described above and graduate education as described above which totals beyond two years. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Transcript required)
To qualify for the GS-12 grade, you must have one year of specialized experience equivalent to the GS-11 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience:
Experience providing administrative support and serving as a site participant in programs.
Experience creating and reviewing documents. That may include staff development and continuing education and learning resources.
Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and maintain information.
Providing oversight, guidance, and responsibility for coordinating all facets of a program
Skill in adapting and extending education principles and practices to significant projects and problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical demands such as above-average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employees may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings, education presentations, and sources of information.
