The primary purpose of this position is to serve as the Supervisor to the Air-Conditioning Equipment Operators/Leader, Carpenter Helpers and other assigned maintenance staff within the Chiller Plant Shop, Maintenance and Operations, Engineering Service, at Veteran Health Indiana, Indianapolis, Indiana.

Duties

Duties include but are not limited to: Exercise technical and administrative supervision over subordinate workers accomplishing trades and labor work within the Chiller Plant, Maintenance & Repair Section, Engineering Service. Responsible for the proper maintenance and operation of the following systems and equipment: HVAC Control Systems, Mainframe Computer Based Temperature Control Systems, Fire Alarm Systems, Fire Protection/Pump Systems, Heating Systems (including steam and hot water systems), Air Conditioning Systems (including unitary and centrifugal systems), and operation of Centralized Chilled Water System and Cooling Towers. Responsible for the proper operation and maintenance of current and/or future boiler systems. Ensures a Preventative Maintenance (PM) program is followed as to complete scheduled PMI and PM activities each month, or otherwise proper frequency. Initiates job work orders for preventive maintenance and associated repairs to prevent service outages, and/or equipment downtime, thereby serving to minimize callbacks and overtime. Reviews work order and preventative maintenance requirements, reflecting structures to be constructed, installed, modified, altered, or repaired. Interprets and applied building plans, blueprints, wiring diagrams, engineering drawings, and maintenance and repair manuals to determine material, tools, and equipment needed for the project and how or what repairs need to be made. Incumbent must have the working knowledge to train and supervise employees to properly operate hand tools and simple power equipment such as lawnmowers, walking-type power mowers, edger's, weed eaters, commercial mowers, handsaws, hatchets, and clippers to mow the grass and clear small trees and bushes and remove snow. Supervises WG-05 Carpenter Helpers, who are responsible for performing a variety of helper carpentry duties such as: clean the shop, build and install bookshelves, repair furniture, install curtain rails, rehang boards, install splash shields, hang cabinets on the wall, disable furniture, repair trim, install ceiling tiles, install safety mirrors, remove drywall, repair coat racks, replace hinges, install handrails, remove carpet, help with the hanging of doors as well as assist with the building of solid surface counter tops. Approve/disapprove leave, complete performance appraisals, recruit for vacancies or any other personnel action items. Non-Supervisory Duties: Collaborates with the M&O Foreman to provide information and advice to the management regarding feasibility and cost of work assignments, budget estimates and workload data to assist in preparation and review of long-range plans and schedules. Responds to all emergency maintenance needs to make sure needs are met in an appropriate manner and the work required is reflected in planning and scheduling. Oversees the necessary documentation of preventative maintenance and work orders through the work order system, or other methods of documentation. Provides advice to M&O Foreman, as well as the Deputy Chief/Chief on matters pertaining to the smooth operation of the section being supervised and the coordination between other internal sections within Engineering Service. Determines and orders supplies, repair parts, test equipment and tools for the subordinate staff. Acts as a Contracting Officer Representative (COR) for various service/materials contracts, as required. Physical Requirements/Working Conditions: The incumbent will be working with the various trades, makes repairs and installations from ladders, scaffolding, and platforms, and where the parts of systems worked on are in hard-to-reach places. This requires incumbent to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The incumbent frequently lifts, carries, and sets up parts and equipment that weigh up to 50 pounds. Occasionally, they lift or move with assistance moderately heavy objects weighing more than 75 pounds. When at a job site, strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheet of plywood, framing members, piping, conducts and other building materials. Some trades mentioned above use manual or portable power tools for extended periods in uncomfortable positions.
