Duties

Participate with the District Manager and Deputy District Managers in the formulation of operational policies, procedures and programs including long-range goals and priorities for program activities within the assigned area. On an ongoing basis, determine the adequacy and accessibility of resources and information to enable subordinates to function together as part of a cohesive food safety team. Adjust work activities and schedules based on changing priorities. Oversee and coordinate the review, implementation, and ongoing assessment of inspection and enforcement activities at meat, poultry, and egg products establishments in a defined geographic area. Identify public health or food safety issues, and direct activities of front line personnel to conduct inquiries or assessments, document findings, and take or recommend appropriate action. Supervise and coordinate the work activities of individuals or cross-functional teams of FSIS Food Inspectors, Consumer Safety Inspectors, Veterinary Medical Officers, and Consumer Safety Officers in an assigned area. Manage the workforce, conduct performance reviews, develop and mentor team members, and address employee and labor relations issues. Provide leadership to employees relative to long and short-term tasks, duties and responsibilities. Utilize FSIS information systems, reports, and analytical tools to oversee a plant's compliance with HACCP and other regulatory requirements, and to ensure that inspection resources are appropriately focused on food safety priorities. Ensure proper implementation and maintenance of Agency sampling initiatives within your assigned area of responsibility. You will also review and render decisions on plant management appeals of in-plant level decisions and actions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in grade restrictions, the applicable Individual Occupational Requirement and specialized experience or education requirements. This is an interdisciplinary position and may be filled with either the Consumer Safety Officer (0696 series) or the Veterinary Medical Officer (0701 series). Both series have an Individual Occupational Requirement (IOR) that must be met in addition to the specialized experience requirement to qualify for this position. You can meet the IOR for the 0696 series with the following education or combination of education and experience: A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least thirty semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The thirty semester hours may include up to eight semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming Combination of education and experience--courses consisting of at least thirty semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education. You can meet the IOR for the 0701 series as follows: Experience in the following: making scientific presentations before professional groups; publication of medical reports in professional journals or publications; participation in seminars, advisory/working groups, and research groups; mastery of clinical medicine; or other related activities that contribute to the advancement of veterinary medical science are positive indicators of the quality of an applicant's experience. Articles on the care of pets written for the general public would not be considered professional publications or qualifying specialized experience. If you meet the requirement above, you can qualify with the following: One year of progressively responsible professional veterinary experience equivalent to the GS-12 grade. Ph.D. degree in any of the following areas of specialization: including but not limited to, animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or sciences related to the work of a veterinary medical officer position. Successful completion three years of an internship, residency program, or fellowship training program in a discipline related to the position. Successful completion of all requirements for Diplomate status in an ABVS-recognized veterinary specialty organization. specialties may include, but are not limited to, veterinary toxicology, laboratory animal medicine, poultry veterinary medicine, theriogenology, veterinary anesthesiology, veterinary behaviorists, veterinary clinical pharmacology, veterinary dermatology, veterinary emergency and critical care, veterinary internal medicine, veterinary microbiology, veterinary nutrition, veterinary ophthalmology, veterinary pathology, veterinary preventive medicine, veterinary radiology, veterinary medicine, and veterinary dentistry. Qualifying experience typically includes compliance work related to processed products inspection or the supervision of processed product inspection involving enforcing laws and regulations to protect consumers from food products that are defective, dangerous, impure, unwholesome, or improperly or deceptively labeled or packaged.
