Duties
The Science, Technology and Innovation Analysis Program Director (PD) plans, administers, and evaluates the overall Science, Technology, and Innovation Analysis (STI-A) program area. This position provides key leadership in science and technology policy analysis. This high-profile leadership position represents NCSES and NSF widely in the federal government and research community and works closely with the National Science Board. This position oversees all of NCSES analysis products and staff, including the creation, production, and dissemination of two congressionally mandated reports-Science and Engineering Indicators and STEM and Diversity: Women, Minorities, and Persons with Disabilities. In addition, the PD will oversee other analyses on a broad range of topics related to science and technology in the United States and the world. The person who fills this position will apply their expertise to create and implement a strategic plan for the STI-A program and for the analytical work of NCSES generally. The PD will work across NCSES to produce cohesive products that uphold the standards of NCSES's role as a principal statistical agency including accuracy, timeliness, and transparency while being policy relevant and objective. This is a key position that produces products that shape the discourse on the science and engineering ecosystem.
Oversee activities related to the dissemination of statistics and analyses on the Nation's standing in the science, technology, and innovation ecosystem.
Coordinate the requirements, drafting, editing, and publication of SEI thematic and summary reports and other reports with a matrix-managed staff, other organizational entities in NSF, external reviewers, and other Federal agencies to produce a balanced, high-quality, policy neutral, and policy relevant products under stringent schedules and an inflexible delivery date.
Represent NCSES, SBE, and the Foundation within the scientific community, with other NSF Divisions, with Congress, other agencies and organizations, and the public, accurately reflecting NCSES, SBE, and NSF policy and positions.
Provide scientific, management, and analysis expertise in the development of short and long-range plans, establishment of goals and objectives, and management of budgets.
Provide appropriate judgment to ensure integrity and consistency in the contract award process without conflict of interest.
Qualifications
Candidates must have a Ph.D. in an appropriate field plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Masters. in an appropriate field plus after award of the degree eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.
