This position is located in Everglades National Park, in the South Florida Natural Resources Center Division. Open to the first 100 applicants or until 11/09/2023 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Serve as the senior expert in the field of Ecosystem Modeling, responsible for installation and operation of the Regional Simulation Model running model scenarios, producing analytical summaries, and creating presentations and report on a broad range of topics related to the Everglades ecosystem and South Florida to provide senior technical guidance on restoration issues. Develops and implements technical approaches to meet complex water resource management objectives with respect to restoration and other environmental challenges on varying time scales. Performs periodic project briefings for NPS/DOI officials, Park management, SFNRC staff and the public, summarizing status of technical questions and issues requiring potential policy attention/intervention. Develops positions and represent SFNRC, local parks, and NPS needs in the local scientific modeling community, contributing to interagency efforts that provide benefits to the natural resources of one or more park unit. Develop long-term plans with respect to modeling capacity, including identifying needs and engaging in the development of agreements or contracts to meet those needs including selecting partners and managing performance. Review work performed under contracts or agreements to assure benefits to the overacting program. Identify areas for growth and develop partnerships to meet these new and changing objectives. Ensures all technical data/information and correspondence is cataloged and appropriately backed up, and transferred to the archival databases (such as DocuShare). Serves as the Contracting Officer's Technical Representative (COR) and/or Agreement Technical Representative (A TR) on assigned water resources projects, including developing the project scope, tracking programs, and reviewing/approving invoices. Plans, executes, oversees and ultimately reports out on approaches that extend or modify existing theories or concepts at the intersection of restoration and resource management. Develop and share guidance on new and novel approaches as applicable to SFNRC (South Florida Natural Resources Center) objectives.

Qualifications

All qualifications must be met by the closing date of this announcement-11/09/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-13 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: BASIC REQUIREMENT FOR 0401: successfully completed a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. BASIC REQUIREMENT FOR 0408: successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology or a related field of science underlying ecological research that included at least 30 semester/45 quarter hours in basic and applied biological sciences. These hours must have included at least 9 semester/14 quarter hours in ecology and 12 semester/18 quarter hours in physical and mathematical sciences. BASIC REQUIREMENT FOR 1301: successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR combination of education and experience with education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement for each series, you must also possess the specialized experience for the position: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: leading teams of ecological or hydrologic modelers in the establishment and use of landscape-scale wetland ecological models for the development of agency or organization positions. Demonstrated experience with the interpretation of hydrologic, ecologic, or climatological wetlands model output in the determination of differences in watershed scale ecological project benefits expected when considering project alternatives. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
