The Detroit VA Medical Center (DVAMC) is comprised of an approximately 1-million square foot hospital complex, 17-acre medical center campus, three Community Based Outpatient Clinics (CBOCS), and three other offsite locations. The incumbent is assigned to the Heating, Ventilation, and Air Conditioning (HVAC) and Controls Shop at the John D. Dingell VA Medical Center, Detroit, MI. The incumbent performs the duties of a highly trained Industrial Controls Mechanic.

Duties

Making program changes in the Building Management System. Reprogramming and swapping out central, zone, local building management controllers. Rebooting and making upgrades to the building management server as needed. Installing, troubleshooting, and repairing a vast array of highly complex controls systems, parts, software, and programming on a vast array of major equipment and systems. Major systems and equipment includes facility HVAC, boilers, heat exchangers, refrigeration units, air valve units, variable air volume units (VAV's), fan coils, air handling units (AHU's), variable frequency drives, chiller controls, damper components, and controls, building automated systems (BAS) that are comprised of enterprise software architecture and networking of entire engineering systems, utility distribution systems, and ancillary equipment, fans, blowers, motors, direct digital controllers, and generators. Making modifications and test and calibrate in accordance with instructions, and procedures which are often vague and incomplete. Acting as the Contracting Officer Representative (COR) on contracts for the installation, repair, and operations of electronic industrial control systems in a large hospital complex and as part of a larger health care system of Community Based Outpatient Clinics (CBOCs). Completes performance of preventive and corrective maintenance to keep electronic equipment and systems in reliable operation will include periodic servicing to assure reliable operating condition and to extend service life, inspecting and testing equipment for compliance with specified standards of performance, calibrating, and aligning the system, diagnosing and correcting malfunctions, removing malfunctioning systems from service, and doing bench repairs necessary to restore the equipment to the prescribed operation standards and tolerances, and, sometimes, certifying the equipment is operating properly. Operating electronic test equipment such as multimeters, volt/ma/pressure calibrator, Magnehelic gage, flow hoods. Incumbent reinstalls, tests, evaluates, calibrates, and maintains instruments or devices upon completion of repairs. Performing preventive maintenance including the installation and calibrations of equipment while instructing operations on control systems. Evaluates new equipment and recommends best choice as well as provides insight into the procurement of new equipment and components. Detecting and diagnosing malfunctions, tearing down equipment, repairing or replacing parts or components, and aligning, calibrating, and testing the modified or repaired equipment. Repairing and maintaining, inspecting, evaluating, and determining necessary modifications, performs basic repairs or removal of instruments or devices needing overhaul during scheduled maintenance. Also, records and reports abnormal function of equipment or out of tolerance conditions and initiates corrective action. Preferred Experience: Experience with programing building software and experience troubleshooting and repairing building service equipment. Must possess a valid driver's license. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Work requires good coordination, good physical and mental health. At times, incumbent must remain working in cramped or awkward positions for varying periods. Occasionally, the incumbent must push or lift heavy pieces of equipment weighing up to one hundred (100) pounds and routinely must lift and push items weighing up to 50 pounds. Incumbent must have good vision and manual dexterity for accomplishing delicate work on miniaturized circuitry. Incumbent must not be color blind to allow for proper interpretation of important electronic color codes. Incumbent is required to climb ladders and do overhead work. Climbing and working in high places may be required. Some work may require use of magnifying lenses, eye loops and microscopes to accomplish repairs on miniature components. The incumbent is in contact daily with electrical safety hazards resulting from work with voltage and found in communications equipment, power supplies, and in other such equipment. As such, the incumbent may be exposed to the possibility of electric shock, burns from electrical or radio frequency energy or hot solder, and cuts and bruises. The incumbent is also frequently exposed to special mechanical system safety hazards in working with motor driven systems. Must possesses a valid driver's license must be mentally and physically able to operate a GSA Government Vehicle to carrying out Incumbent's duties at all Detroit VA Healthcare System Community Based Outpatient Clinics (CBOCs).
