This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as supervisor in charge of two pumping plant facilities at two remote locations of Memphis District: Huxtable Pumping Plant and Graham Burke Pumping Station. Exercises full responsibility for the operation, maintenance, repair, and security of two facilities.

Duties

Plans the distribution of operation, maintenance, and repair work to subordinates and the use of pumping plant equipment, facilities, materials and tools on a weekly, monthly, or longer basis. Establishes deadlines, priorities, and work sequences and plans work assignments on the basis of general work schedules, methods, procedures, priorities, and deadlines established by higher level supervisors. Participates with higher level supervisors in planning future work schedules, budgets, and staffing needs. Organizes work activities and employees into an effective and efficient working unit. Explains work requirements, methods, policies and procedures for operation and repair assignments and instructs in new procedures and assists when problems arise. Investigates operation or maintenance problems to determine causes and takes or recommends action to eliminate problems. Determines the need for and the delivery time of equipment, tools, parts and supplies. Exercises responsibility for the integrity of the pumping plant when work on the structure is being performed by hired labor or contract. Prepares and submits Operations and Maintenance safety reports and maintains records and files. Nonsupervisory: Monitors weather forecasts, rainfall, and discharge gages. Activates and schedules employees as necessary to initiate and maintain continuous pumping operations.
