The Surgery Service at the Robert J. Dole VA Medical Center is seeking a highly qualified candidate to fill a Program Support Assistant position in Wichita Kansas. This position is in the Surgery Service and involves working with surgeons and anesthesia and surgical staff.

Duties
The Program Support Assistant position serves the Clinical Support Services (CSS) and is delegated full scope of authority and responsibility for coordination of CSS education and training programs, quality improvement activities, VISN reports, and administrative support. You would work with the formulation of information that can be clearly presented in reports for usage within CSS, the Medical Center, and VISN.
Acting as a resource person for CSS on issues related to computer reports, retrieving information, and preparing documents for the facility as well as the VISN. Has the ability to gather data and information from numerous sources for the Director and Administrative Officer of CSS and keeps them informed of progress and potentially controversial matters
which may affect the operation of CSS.
Establishing reporting requirements and assumes follow-up responsibility for special projects and reports.
Downloading data from VISTA.
Gathering data and preparing all required reports by determining what is required from VA regulations and local policy memoranda.
Assisting in dissemination, implementation, and evaluation of all VHA, VISN, and Joint Commission requirements affecting CSS. Serves as primary resource for information.
Responsible for assisting in the planning formulation, and execution of the budgetary process for CSS. Manages daily fiscal activities as appropriate, including assigned control points. Communicates as appropriate with Fiscal Service.
Developing and maintaining data systems to track performance. Based on the needs of CSS, recommends, monitors, and develops criteria for review by CEB and IRAC to improve documentation of clinical services.
Assisting CSS Director and Administrative Officer to identify problems related to the Director's performance Standards, quality improvement, infection control, and recruitment and retention issues affecting the service line.
Developing effective control mechanisms, implements procedures, and provides timely reports of assigned tasks, and keeps workload projects up-to-date, manageable, and effective.
Working with the CSS Director and Administrative Officer to help with the development of short and long range plans. Works with various areas of CSS in the planning and implementation of management reviews.
Creating necessary templates and forms for use within CSS. Functioning as the service line ADPAC, and works with CSS personnel on computer-related issues.
Responsible for coordination of CSS quality improvement activities. Organizes and maintains the required documents for Joint Commission, which monitor, measure, and evaluate the actual quality of service provided. Formalizes finding in regularly scheduled written reports. maintains timeliness of all quality improvement reports.
Responsible for the training of CSS personnel on use of personal computers and available programs (Microsoft Word, Microsoft Excel, Power Point, Access, etc.). Processes all requests for training, enters completed training into computerized TEMPO system, and manages and tracks training data for CSS employees. Assures that all CSS employees have
completed a documented orientation and training program in compliance with VA, Medical Center, and service policies and goals. Effectively coordinates all special programs, projects, and assignments as well as assisting supervisors and other CSS staff members in conducting formal training activities.
Maintaining information and preparing various recurring and special reports. Gathers information necessary for management briefings, and assists other team members with specific projects as needed. Develops and maintains a system to assure prompt preparation and submission of all required reports and requested analyses.
Responsible for preparation and compilation of CSS budget. This includes the tracking of previous years expenditures as well as the proposed expenditures for the upcoming fiscal year.
Serving on various committees and ad hoc groups as assigned.
Establishing effective relationships throughout CSS and the Medical Center. Supports and promotes the development of collegial relationships between team members. Resolves conflicts in a proactive manner. Communicates information, written and verbal, through the appropriate channels.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Must be familiar with guidelines, standards, and requirements of JCAHO to ensure the service lines are compliant.
Experience with techniques and systems for retrieving data from individual records (VISTA, CPRS, etc.).
Knowledge of guidelines, methods, and techniques used in the performance of management analysis in order to perform independent statistical surveys and evaluations, which will promote effective and efficient resource utilization.
Experience with personal computers and available programs (Microsoft Word, Microsoft Excel, Power Point, etc)
Ability to represent Clinical Support Services (CSS) concerning goals and objectives to groups and individuals in formal and informal situation.
Knowledge in planning and conducting reviews and studies along with basic decision making and problem-solving skills.
Experience creating reports, graphs, and charts form data from various programs to show trends in workload for various areas within the service line.
Knowledge of the organizational structure of the medical center, the interrelationships of the unit and center components, and the ability to expeditiously coordinate CSS activities with other organizational components.
