These positions are located in the Southwestern Region (Region 3), on various national forests/grasslands across the region. The incumbents provide administrative and management support services and serve as advisors to the leadership team and staff concerning all administrative operations on the respective units. Duties

Responsibilities listed are at the full performance level. Advise management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce resources. Oversee a program that consists of a variety of administrative functions to provide applicable support to the unit. Establish internal procedures to ensure adequate control in terms of deadlines, progress reports, and directives in support of the unit’s operations. Plan, develop, and execute administrative functions to support and meet unit needs. Explore solutions to problems and recommend action based on the results of studies to resolve impacts on the administrative operations of the unit. Analyze and advise on the implications of proposed management decisions and the administrative aspects to consider in decision making. Perform supervision of subordinate positions within the administrative program area. Foster an inclusive, respectful, and harassment-free work environment.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: One year of specialized experience equivalent the GS-09 level in federal service defined as meeting three or more of the following: Assessing needs and developing plans to meet the administrative and operational requirements of the unit; and/or Serving as central point of contact for information on a variety of administrative functions, procedures and requirements on the unit; and/or Making recommendations for operating procedures and guidance pertaining to administrative management operating practices; and/or Advising on the administrative implications of proposed management decisions; OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). For the GS-12: One year of specialized experience equivalent the GS-11 level in federal service defined as meeting four or more of the following: Serving as primary advisor to leadership and staff for a variety of administrative operations on a unit; and/or Providing advice and support in administrative functional areas such as budget and finance, human resources, etc.; and/or Performing as primary resource for assessing needs and developing plans to meet administrative and operational requirements of a unit; and/or Planning and conducting analytical studies of organizational elements to identify issues and approve resource utilization, administrative support, and management effectiveness; and/or Analyzing and advising on the administrative implications of proposed management decisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
