This position is in the Laboratory Division, Office of Engineering and Technology in the Federal Communications Commission (FCC) located in Columbia, MD. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

Serves as an expert on issues related to RF propagation, Electromagnetic Compatibility/Interference (EMC/EMI), and potential hazards associated with human Radio Frequency (RF) exposure.  Provides technical analyses to advise and guide industry in the development of RF test procedures in support of equipment authorization compliance with significant impact on both the US market and on industry innovation for the telecommunication sector.  Provides subject matter expert knowledge to support Office of Engineering and Technology (OET) management on decisions involving complex and specialized RF engineering issues that pertain to various aspects of equipment authorization for telecommunication devices. Evaluates spectrum utilization, management and co-existence for RF wireless devices involving both commercial and government operations.  Assists in the preparation of official documents, such as policy statements, bulletins, contributions to the Knowledge Database (KDB) online inquiry system and KDB guidance publications.  Develops and recommends novel solutions for RF testing of next-generation wireless telecommunications devices.  Performs other duties as assigned.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.   Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.   Specialized Experience Specialized experience for the GS-13: For this position, applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following tasks:  Performing engineering analysis and studies for evaluation of telecommunications devices in compliance with the FCC’s EMC and RF exposure rules. Performing technical evaluation of telecommunications technologies in radio frequency propagation, spectrum engineering and RF exposure. Conducting engineering studies on EMC and RF Exposure related technologies. Researching various information sources to obtain data on radio frequency technologies, practices, problems, and developments. Specialized experience for the GS-14: For this position, applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following tasks:  Performing complex engineering analysis and studies for evaluation of telecommunications devices in compliance with the FCC’s EMC and RF exposure rules. Providing expert advice on issues related to telecommunications technologies in radio frequency propagation, spectrum engineering and RF exposure. Developing technical publications on EMC and RF exposure to provide industry with guidance and measurement procedures related to equipment authorization of RF devices. Conducting complex engineering studies on EMC and RF Exposure related technologies. Interpreting and applying technical and policy judgments contained in government rules and regulations, industry standards, and international agreements regarding RF equipment and services. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Knowledge of RF and telecommunication engineering, with particular emphasis on electromagnetic field fundamentals and propagation, EMC laboratory measurements and instrumentation, antenna design and performance evaluation, human RF exposure analysis and measurement techniques, dynamic spectrum management procedures. Knowledge of EMC laboratory testing and RF computational/analytical techniques. Knowledge of wireless systems EMC measurement techniques and Specific Absorption Rate (SAR) for human RF exposure compliance of RF devices. Ability to prepare test reports and technical literature which involve interpretation of studies and experimental results related to assessing compliance to FCC rules. Ability to effectively and concisely communicate technical matters, both orally and in writing, to audiences with different backgrounds. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
