This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Commandant, National Pollution Funds Center, Vessel Certification Division, Washington, DC.

Duties

You will serve as Insurance Examiner (Marine) and a recognized expert in the Certificate of Financial Responsibility (Water Pollution) ("COFR") provisions of section 1016 of the Oil Pollution Act of 1990 ("OPA") and section 107(a)(1) of the Comprehensive Environmental Response, Compensation, and Liability Act ("CERCLA"). As a recognized expert, you will provide authoritative advice and assistance in the administration and implementation of the OPA 90 and CERCLA.

  • Males born after 12/31/1959 must be registered for Selective Service.

Qualifications

To qualify at the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes the following: Experience applying laws, regulations, and administrative rulings in the performance of such work as determining the kind and amount of insurance necessary to protect the security of government or comparable business loans and the interest of the borrower under loan programs; determining the ability of motor carriers to qualify as self-insurers; analyzing rates and risk classifications to determine their reasonableness; experience in insurance specialties such as casualty or marine; performing pension cost reviews; or similar duties. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
