The position serves as a Supervisory Human Resources Specialist for the Bureaus of ISN, PM and AVC and supervises a staff of HR Specialists providing a broad range of human resources management services to the Bureaus that includes recruitment and staffing, special employment programs, employee benefits, classification advisory services, and other HR Services that ensure the ISN, PM and AVC workforce is capable of meeting mission requirements.
Duties
Provide expert HR management advisory to supervisors and managers in the organizations serviced
Develop long and short-range staffing plans to meet forecasted mission requirements, changes in critical competencies, availability of candidates, career development patterns, and reorganization proposals
Provide comprehensive human resources management advisory and technical services as well as policy interpretation on substantial organizational HR functions and work practices
Encourages and cultivates a workplace that models progressive leadership practices
Maintain liaison with Bureau and subordinate office organizations on human resources program policy and conducts overall HR operational planning, analysis activities, and integration efforts across the Bureau.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing advisory services on personnel issues, including recruitment, development, and retention.
Experience advising senior leadership and hiring officials on human resources policies and strategic options.
Experience mentoring, motivating, and/or coaching others.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
There is no substitute of education for specialized experience for the GS-14 position.
