THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 QUALITY ASSURANCE SPECIALIST (MI 127th CES), Position Description Number 04146 and is part of the MI 127 Wing, National Guard.

Duties

***THIS IS AN AIR NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION*** The primary purpose of this position is: to serve as a Quality Assurance Specialist responsible for contract development, statements of work and surveillance to support numerous service contracts. Serves as an engineering technician, performing operations and maintenance (O&M) engineering duties in support of a military installation. The organizational location of this position is: 127th Wing, Civil Engineering Operations section at Selfridge Air National Guard Base, Michigan. 1. Works independently as Quality Assurance Evaluator, (QAE) serving as the Civil Engineering primary point of contact for squadron commanders, tenant commanders, building managers and, facility managers, of multiple service contracts with values of several thousand to several million dollars. Develops Statements of Work, Certified, Independent Government Cost Estimates (IGCE) for service contracts to meet mission requirements and prepares and signs Request for Services Approval (RSCA) forms for review and approval/disapproval by the U.S. Property and Fiscal Office (USPFO). Maintains knowledge of current regulations, performs market research and develops, the Performance Work Statement (PWS) or Statement of Work (SOW) with clear, concise and technically accurate information to meet mission and tenant requirements. 2. Position requires assignment as Contracting Officer Representative (COR), simultaneously on multiple contracts. Focus will be objective, unbiased evaluation and documentation of contractor performance in accordance with applicable Quality Assurance Surveillance Plans (QASP) and/or commercial practices. The COR will represent the Federal Government's interest while attending and reviewing contractor's performance during scheduled and COR requested Contract Performance Meetings (CPMs). Provides objective, unbiased evaluations and documentation of contractor work performance. Performs a variety of analytical, administrative, and technical techniques to provide performance assessment functions and ensures contract performance requirements, provisions, standards, and thresholds are defined, practical, enforceable, necessary, and verifiable. 3. Develops, Quality Assurance Surveillance Plans (QASP) in conjunction with the Quality Assurance Program Coordinator (QAPC). Independently develops and implements analytical, technical methods and techniques to mesh with contractor's workload to insure the quality and reliability of services. Works closely with other QAE/COR's keeping them informed of current surveillance requirements and ensures surveillances are properly executed and documented providing advice as necessary. Notifies the Contracting Officer of unacceptable trends and issues; prepares reports concerning deficiencies discovered while evaluating services or products. Calculates and reports failure rates to Contracting Officer to include making recommendation to process or withhold payments. Updates facility plans/square footage and evaluates to ensure service is in compliance. 4. In conjunction with the primary duty of QAE performs work in the construction management, design, and inspection of Real Property. Develops Statement of Works for Service Contracts, Repair, Replacement, and Construction, projects ofa lesser scope/complexity from start to finish including the performance of pre-construction site surveys all the way to completion of as-built drawings. Performs requirements programming in support of base development for Military Construction (MILCON), Real Property Maintenance (RPM) Line Item/Conversion/Quality of Life/Local, Defense Energy Support Center (DESC), Environmental, and Federal Operations & Maintenance Agreement (FOMA) programs to include validating requirements, performing economic analyses, and coordinating with the installation facilities board. 5. Evaluates customer's request for new, additions, deletions or modifications to service and other contracts; independently compares request to Air Force/NGB/ANG approved standards. Submits reports to Civil Engineering Budget Office of unit/Wing/Tenant outlining cost breakdown for reimbursements; provides, at request of tenant with cost breakdown for services. 6. Qualifications

SPECIALIZED EXPERIENCE: Minimum Time Required - 24 Months Specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs, specialized experience includes experience, education, or training, involving principles, techniques, and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
