The primary purpose of this position: Provide specialized professional legal advice and counsel to USCYBERCOM, including the Commanders, the Command Acquisition Executive (J9), Cyber Procurement Office, Capability and Resource Integration Directorate (J8), and other directorates as appropriate, as well as the Joint Chiefs of Staff Office of Legal Counsel (JCS/OLC) and the Office of the Secretary of Defense (OSD) Office of General Counsel (OGC), regarding all aspects of federal acquisition law.
Duties
1. Serves as program counsel in the Office of the Staff Judge Advocate as principal legal advisor and consultant on the most complex and difficult federal acquisitions affecting USCYBERCOM. Performs as lead for provision of legal advice to USCYBERCOM (Commanders, Directors, the Command Acquisition Executive, and Acquisitions officials), as well as JCS/OLC, regarding all phases of the acquisition process to include, but not limited to: acquisition planning; solicitation; negotiation; source selection; contract formation; award; contract administration and modification; contract termination; contract protest and litigation support; contract close out; fiscal law; conflicts of interests and other acquisition and business matters. Provides authoritative advice regarding acquisitions that are often characterized by high funding levels, high complexity, and high visibility within USCYBERCOM and in the political arena.
2. Serves as fiscal law advisor to the Command's leadership on issues regarding the proper obligation and expenditure of funds relating to contractual issues.
3. Serves as the technical lead technology transfer initiatives and in protecting the government's Intellectual Property rights in all federal acquisition actions conducted at USCYBERCOM.
4. Performs other legal duties as assigned by the Staff Judge Advocate.

- Attorney appointments are subject to serve a one-year probationary period.

- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities such as: Mastery of and skill in applying concepts, principles, and practices pertinent to the practice of an advisory attorney in a complex, multi-functional military command. The required level of knowledge not only enables the incumbent to address the full range of commonly encountered contract law issues, but also to provide legal counsel in difficult and complex situations, such as those that extend precedents and established policy to address issues not treatable using standard means, and to contribute substantively to the Command's knowledge base to establish benchmarks and facilitate efficient/effective handling of similar issues in the future. Recent and significant experience interpreting and applying contracting, fiscal, employment, and environmental law, and dealing with ethics issues is extremely important.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of acquisition laws, regulations, policies, and practices as embodied in federal statute, Department of Defense, Air Force, and judicial and administrative decisions.
2. Knowledge of intellectual property (data and computer software rights and patents) laws, regulations, policies, and practices related to all aspects of federal acquisition.
3. Knowledge of rules, procedures, policies, and substantive legal programs of the Offices of the Staff Judge Advocate.
4. Skill in performing extensive legal research and analysis in complex areas of law with little precedence, and in creating accurate, concise, and clear written and oral communication based on that research and skill in negotiating techniques to protect the government's position.
5. Ability to recognize, analyze, and segregate various legal aspects of complex factual situations and write concise sound legal opinions and ability to provide effective legal representation during negotiations, hearings, and litigation concerning all aspects of federal acquisition.
6. Ability to explain complex legal principles and recommend appropriate actions.
OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:
The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime. To meet deadlines imposed by the need for resolutions to urgent legal problems involving national security and fluid real-life situations, more than a 40-hour work week will frequently be required. Additionally, the employee may be required to support 24/7 legal activities in operations centers during contingencies and exercises.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
