Duties

The Director, Office of Partnership Services is responsible for fully participating and collaborating with the Deputy Associate Administrator for Partnership and Acquisition Services (NA-PAS) in providing management, leadership, and day-to-day guidance in carrying out the NA-PAS mission and functions. The Director, Office Partnership Services has the following primary responsibilities: Provides strategic leadership developing and delivering comprehensive, rigorous and disciplined approaches to acquisition management supporting complex, high consequence national security programs. As a senior official responsible for the NNSA's acquisition program, ensures the organization's accountability and performance in the areas of acquisition management, acquisition management training and development, and the overall mission effectiveness and capabilities of a multi-billion dollar contracting portfolio. Provides expert advice, strategic leadership, guidance, and support to the M&O Contracting Division (MOCD) who provides M&O acquisition and contract management to optimally employ the federal contracting authorities and production facilities to deliver NNSA's complex mission responsibilities via M&O contracts. Provides guidance and support to the M&O Contracting Branch (MOCB) who places and administers M&O contracts. Provides guidance and support to the Contractor Human Resources Branch (CHRB) who has oversight to NNSA CHR policy and systems to support the ability of M&O contractors to attract, recruit, and retain the highest caliber talent as required to execute the complex national and nuclear security missions of the NNSA. Provides guidance and support to the Strategic Initiatives Branch (SIB) which supports the implementation of NNSA strategic contracting initiatives and provides acquisition guidance and oversight for NNSA M&O contracting. Function as supervisor for all Office of Partnership Services (PAS) staff who report directly to the Office Director.

Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. MTQ 1: Describe your ability to identify, establish and implement a strategic vision, that had impacts within your office and outside offices and outside offices. What were goals, tactics and achievements? MTQ 2: Describe your ability to lead a professional contracting workforce aligned to support a global mission. How did you maximize the contributions of all members of the workforce? MTQ 3: Describe your experience providing oversight to senior contracting staff involved in: 1) Management and Operating (M&O) contracts (FAR 17.6) or similar site operating contracts or government owned/contractor operated (GOCO) site management contracts (FAR Part 37); 2) cost reimbursement contracts (FAR 16.3) and contract cost principles (FAR Part 31); and 3) Research and Development (R&D) contracts or Federally Funded Research and Development Center (FFRDC) contracts (FAR Part 35).
