About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6ED03 US ARMY HUMAN RESOURCES COMMAND.

Duties

Receives requests for personnel security investigations of individuals appointed or assigned to critical or sensitive positions requiring access to classified, unclassified but sensitive, and special access program information Performs preliminary investigations by making a local check of military and civilian records and makes an initial determination of individual's suitability, trustworthiness or reliability, to include analysis of credible derogatory information. Provides approval/disapproval outcome to either the DA G1 or the Office of the SMA, after receiving requested security, financial, family lifestyle and other pertinent information on individual Soldiers who are candidates for positions Prepares and coordinates actions that are sensitive and extremely complex in nature and maintain a For Official Use Only (FOUO) record on each nominee. Prepares correspondence as necessary to higher headquarters or other military agencies to clarify questionable areas using various software, Excel, Windows Vista, and Micro-Soft Office Word/Outlook. Provides Personnel Security Orientation to new security Specialists and Assistants, to include EQIP instruction.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Employee must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
  • Position may require Temporary Duty (TDY)/business travel of up to 10% of the time.
  • This position requires the selectee to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. You resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes (1) assisting in conducting personnel security investigations; And (2) providing technical and administrative guidance on personnel security issues which includes adjudication, suitability determinations and procedures for processing clearance actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-09). OR Education: A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Personnel SecurityProgram SecuritySecurity Program Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
