The incumbent serves as a Health Technician in the Core Laboratory Section of Pathology and Laboratory Medicine Program. The incumbent is responsible for performing multiple duties in the central accessioning and specimen processing area. These complex duties include reference laboratory specimen processing, clerical functions, patient testing, and outpatient phlebotomy as necessary.

Duties

Major Duties: Responsible for receiving and preparing requests for testing into the clinical laboratory and verifies the accuracy and completeness of the request. Will order supplies provided by the commercial reference including specimen containers, test requisitions, and computer supplies. Is responsible for performing a limited amount of patient testing. Accurately records and reports the test results in the Laboratory computer system. Is responsible for stocking the laboratory supplies per procedure. Perform employee drug screen by the DHHS split specimen collection method and will maintain the change of custody for that sample. Draw blood from outpatients for requested laboratory test. The incumbent must possess communication skills to work effectively and diplomatically with other healthcare professionals, patients, and families. Must have thorough knowledge of various menus, options, and procedures, to use the CERNER computer system, CPRS, LEDi software, and the commercial laboratory computer system. Is required to have knowledge and skills in phlebotomy techniques, procedures, and other specimen collection procedures. Must be able to observe and report physical or mental changes in a patient. BLS certification is a requirement. Knowledge of federal and state laws and regulations, laboratory accrediting and regulatory requirements sufficient to understand procedures in the areas of safety, phlebotomy/specimen collection, and accessioning and processing. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Candidates must meet the following Individual Occupational Requirement (IOR): Candidates must meet one of the following education or Specialized experience requirements. Specialized Experience - (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR Education and Training - Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. (TRANSCRIPTS REQUIRED)Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. Entering patient information, test orders, and data in a computer may result in physical problems form the effects of repetitive motion and eyestrain. The position may also require assisting geriatric and/or disabled patients. The incumbent must have normal color vision.
