The position is in the Bureau of Global Talent Management, Office of Intake Planning and Onboarding in the Talent Acquisition Directorate (GTM/TAC/IPO). The office oversees policy and operational matters involving entry into the Foreign Service and internship programs, provides communications to candidates in the Foreign Service pipeline, onboards individuals into the Foreign Service and Paid Student Internship programs, and provides data metrics for strategic workforce planning.
Duties
Serves as the Supervisory Human Resources (HR) Specialist, providing day to day guidance for the Paid Internship Onboarding team and the Recall/Reappointment and Ad-Hoc Hiring Team.
Provides authoritative leadership, staff advisory, and consultative services to Department leadership, Office Directors, and program managers to develop a comprehensive approach to the delivery of HR functions Department-wide.
Oversees the development of strategic plans, policies, training, and procedures to hire reemployed annuitants, recalls, seasonal paid student interns and U.S. Foreign Service interns.
Executes the planning, development, coordination, implementation, and evaluation of HR programs and activities with a particular focus on modernizing and streamlining the branch’s programs to improve quality of service.
Represents the Department at high-level meetings and conferences. Provides regular updates and briefings to the Legislative Branch and serves as the policy coordinator for onboarding/offboarding of the Internship program.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing strategic plans and senior level communications for Human Resource programs and activities.
Experience evaluating and recommending improvements to HR policies, programs, and operations.
Experience providing day-to-day guidance to implement hiring and onboarding processes for the Foreign Service.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
