This position is located at Deputy Commissioner Financing & Operations, Associate Commissioner Financial Operations, Disbursing and Debt Management , Business Assurance Support Division, Project Management & Business Analysis Branch. The primary purpose of the position is to support, administer, or advise on various debt programs within DDM.
Duties
As a Management and Program Analyst, you will:
Develop documentation and format for use by others on a project team or at subordinate levels in the organization.
Consult/Advise business owners and senior management as an expert in DDM business areas by providing systematic approach to evaluating program performance for maximizing return on investment.
Responsible for the DDM reporting efforts, including but not limited to: OMB 300, DCIA, DDM Status reporting, MSG. This activity includes providing project status, risks, resource usage and availability, cost estimation and forecasting, and milestones.
Responsible for performing daily project management activities, including planning, controlling, monitoring, scheduling, assigning reporting project efforts and conducting risk analysis to effect major system enhancements via adding new functionality, expanding system lifecycle, implementing new systems, and adherence to new legislation and policy changes which support DDM tactical, business, and strategic goals.
Responsible for tracking DDM major investment spending for timely submission of all governance documents to internal Fiscal Service and external bodies (OMB, Treasury for EX 300 and CPIC Reporting). Forecast trends and present cost and schedule variances and mitigation actions to executive management.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal Service. Specialized experience for this position includes ALL of the following:
- Assisting with the development of capital planning and investment control documents; AND
- Interpreting and applying regulations, policies and guidelines for the purpose of making decisions; AND
- Conducting business reviews in order to make recommendations to senior leaders.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
