THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (Title 32), Position Description Number D1252000 and is part of the OK SMMO, Oklahoma Army National Guard.

Duties

This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4/G-4), State Surface Maintenance Management Office. The primary purpose of this position is to serve as a supervisor and technical authority over one or more Army National Guard (ARNG) surface maintenance facilities, e.g., Combined Support Maintenance Shop (CSMS), Maneuver Area Training Equipment Site (MATES), Unit Training Equipment Site (UTES), and/ or Field Maintenance Shop (FMS). Work requires comprehensive knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. The highest level of basic non-supervisory work directed is comparable to GS-09. DUTIES AND RESPONSIBILITIES: Exercises administrative and technical supervision over one or more surface maintenance facilities, e.g., CSMS, MATES, UTES and/or FMS. Plans and schedules work to be accomplished by subordinates. Sets and adjusts short-term priorities. Assigns work in consideration of employee skills and mission requirements. Rates subordinates' work performance. Advises, counsels, or instructs employees on work and administrative matters. Interviews candidates and recommends appointment, promotion, or reassignment to positions in the unit. Hears and resolves employee complaints and refers group grievances, or more serious unresolved complaints, to a higher-level supervisor. Effects minor disciplinary actions and recommends action in more serious cases. Identifies and provides for employee training and development. Finds ways, as needed, to improve production or increase the quality of work directed. Develops performance standards. Develops, implements, and oversees the quality assurance program for assigned surface maintenance facilities. Reviews work instructions, technical data, inspection methods, and test procedures to ensure adequacy. Reviews quality and flow of materials and supplies required to support maintenance activities. Confers with equipment users to resolve problems and ensures satisfaction. Provides direction to ensure correction of noted deficiencies. Publishes technical information letters on quality assurance techniques and objectives. Monitors manpower utilization ensuring that work methods, procedures, and allocations are made to best accomplish program objectives with the available resources. Coordinates manpower data collection for assigned units. Recommends plans to enhance manpower utilization and cost effectiveness throughout areas assigned. Provides technical guidance to assigned maintenance activities through coordinated assistance or evaluation visits. Visits assigned surface maintenance facilities on a regular basis to promote efficient operations and compliance with established standards. Provides trip reports to document adherence to operating standards and unit performance. Plans and develops schedules and agendas for shop meetings and responsible to coordinate details. Oversees hazardous waste/industrial hygiene programs for maintenance facilities supervised. Identifies special tools, test equipment requirements, and coordinates procurement as needed. Provides technical guidance to supply and Class 9 (CL IX) functions. May participate as a member of the Command Maintenance Evaluation Team (COMET) team. Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: WO1 - CW4 or O1 - O3 GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment

Education

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
