The primary purpose of this position is to run the operational monitoring and control systems (OMCS) used to operate and control utility and building support system!! for Vandenberg AFB.

Duties

- Operates OMCS equipment including special purpose, micro-VAX computers and associated peripheral equipment to monitor and control utilities and systems. - Electric transmission and distribution system: Monitors and controls the electrical power grid for VAFB, which has many substations and switching stations having widely fluctuating power demands due to launch operations. - Utilizes standardized control algorithms and optimizes efficiency of heating, ventilation, and air conditioning (HVAC) systems. - Emergency Operations: Monitors the OMCS console to detect anomalies and alarm conditions. - Performs required operator maintenance on equipment, field interface devices, multiplexers, etc. in accordance with manufactures manuals.

  • Position requires rotating shift work, may be required to work any shift to cover 24 hour/ 7 day a week operations
  • This position is designated to perform duties for base recovery operations in the event that the mobile military contingency force is deployed of for augmenting the available military recovery force during contingency or national disasters.
  • Duties performed in support of this tasking are essentially the same as those previously described. Incumbent assigned to this position may be required to participate in military field training exercises
  • or to receive training connected with the Base Recovery Operation Program.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Must be able to obtain and maintain a Secret clearance.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • IAW, DoDI 3020-42, Defense Continuity Programs.
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency
  • or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is to be required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a ELECTRIC POWER CONTROLLER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of circuit theory and power distribution systems, and practical knowledge of electronics theory and circuits. 2. Ability to operate control panels, switches and circuit breakers of a large power distribution system having widely fluctuating power demands due to launch operations. 3. Skill to detect improper line voltages, open circuits, conditions which would require load sheds, and to sequence load blocks through load shedding schedules. 4. Knowledge of the operation of special purpose control computers and the function, purpose and location of equipment components for heating: and cooling system and related industrial equipment 5. Knowledge of technical trade practices and skill in performing various operational repairs and preventive maintenance on OMCS equipment, field interface devices, multiplexers and related equipment in accordance with manufacture's procedures. 6. Ability to interpret engineering data., electrical and mechanical drawings, specifications and logic diagrams and to collect, maintain and report technic.al information. Knowledge of safety practices and procedures. Physical Effort: Requires hand and eye coordination to operate controls and keyboards, tools and equipment. Requires periods of prolonged sitting, walking, standing, stooping, and carrying of items weighing approximately 40 pounds Working Conditions: Employee normally works indoor. Occasionally works outside and is subject to prevailing weather conditions, and work on catwalks and ladders. Occasionally, subject to high voltages, temperatures extremes, noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes at some work sites. May be subject to cuts, abrasions, burns., shocks, etc. from use of tools and equipment or moving machinery. Performs shift work and may work alone. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
